Overview
Join GovCIO as a Senior Data Integration Specialist to play a vital role in enhancing healthcare data interoperability efforts within the VA Program. This position is perfect for a technical expert proficient in Oracle SQL/PLSQL and Java, with a strong understanding of HL7 messaging and healthcare data exchange. We are looking for a self-motivated engineer who thrives in a dynamic, collaborative environment and can effectively communicate complex data issues to both technical and non-technical audiences.
Responsibilities
Design, implement, and ensure secure and scalable healthcare data integration solutions.
Develop and optimize advanced Oracle PL/SQL procedures and sophisticated SQL queries for handling high-volume data pipelines.
Create and maintain backend services using Java for HL7 parsing, data transformation, and system connectivity.
Work closely with business analysts, technical leaders, and security teams to facilitate accurate and compliant data exchange.
Interpret and transform HL7 v2/v3 messages to promote EHR, lab, and clinical system interoperability.
Develop and integrate SOAP and RESTful web services while working with XML and other healthcare data formats.
Engage in Agile development practices using Jira, and contribute to sprint planning, daily stand-ups, and retrospectives.
Provide technical documentation and communicate data findings clearly to both technical and business stakeholders.
Manage and maintain ETL and orchestration tools as necessary to support automated and scalable data pipelines.
Qualifications Required Skills and Experience: 8+ years of experience in data integration, backend development, or healthcare IT.
Bachelor's Degree or higher in Computer Science or a related field; a postgraduate qualification is a plus.
Advanced knowledge in Oracle SQL and PL/SQL, including complex queries, stored procedures, and performance tuning.
Expertise in Java for backend service development, API integration, and data processing.
Direct experience with parsing, transforming, and mapping HL7 v2/v3 messaging standards.
Proficiency in XML parsing, validation, schema handling, and transformation.
Experience in developing and integrating SOAP and RESTful APIs.
Strong background in healthcare environments, particularly with EHR, lab systems, or payer data.
Proven ability to convey complex technical topics in a clear manner to both technical and non-technical stakeholders.
Excellent documentation and presentation skills.
Strong collaboration and stakeholder management capabilities.
Advanced Excel skills, including the use of pivot tables, formulas, and report generation.
Good communication skills, with regular interactions with leadership.
Preferred Skills and Experience: Experience with ETL tools such as Informatica, Talend, or DataStage.
Familiarity with data orchestration tools like Apache Airflow or Kafka.
Knowledge of Agile methodologies (Scrum, Kanban) and usage of JIRA.
Prior experience supporting VA or other federal healthcare systems.
