Position Summary
This position is responsible for the continuous on-site SCADA/I&C inspection of complex municipal-type construction of new and rehabilitation projects. This position ensures that such projects are completed in accordance with the details of the SCADA/I&C plans, specifications and applicable codes. Ensures all SCADA/I&C installations adhere to safety standards to protect employees and public welfare.
Job Responsibilities
Interprets complex P&ID drawings, instrumentation & electrical diagrams, site plans, and specifications ensuring the contractor is performing work according to the conformed contract documentation. Conducts daily site visits to multiple projects to inspect contractor progress and document work through daily field reports and photos using electronic construction management software. Confirms factory and field testing of HMI, PLCs and related equipment including electrical distribution equipment, valve actuators, and various process instrumentations used in water and wastewater treatment systems. Conducts inspections of access control systems, camera systems, AV and IT systems, and business communication systems. Assists electrical inspectors with I&C related cable runs, device installation, and scope overlaps. Verifies that contractor is performing work according to the conformed project specifications. Reviews requests for information, field changes, as-built record drawings, and change orders related to SCADA and I&C for construction projects. Actively participates in project design review meetings and in construction progress meetings. Oversees project tie-ins, including operational and functional demonstration tests, as well as shutdowns associated with SCADA and I&C systems. Inspects multiple process areas and complex control narratives, automation, and networking. Inspect and oversees testing of I&C equipment with a more complex programming processes. Conducts inspection and testing of upgraded equipment supporting active critical infrastructure. Assists and advises the I&C Inspector Supervisor with special projects and operational problems associated with SCADA and I&C systems. Investigates complaints or reports related to SCADA & I&C systems received regarding construction projects and oversees emergency response action and repairs. Attends factory acceptance tests at integrator panel shops for testing & owner acceptance. Ensures quality and efficient performance and consistency with NTMWD standards. Routinely provides updates to the Project Manager, Construction & Electrical Inspectors, and I&C Supervisor regarding the I&C/SCADA scope of the project. Trains and mentors lower level I&C Inspectors This position may require working weekends and off-hours depending on the project. Performs other duties as assigned. Job Requirements
Education & Experience:
Must possess a high school diploma or G.E.D. Requires five (5) years of instrumentation and controls inspection experience or (3) years of Industrial, Water or Wastewater I&C experience. Knowledge of industrial control systems, process instrumentation, communication systems, information technology (IT) equipment, security systems, and electrical theory. SCADA and I&C experience, including basic electrical knowledge Experience with water and wastewater process systems, and pump stations is a plus Driving a District vehicle for NTMWD business will be required. Must maintain a current, valid, and vehicle - appropriate driver' s license of resident state Must possess or ability to obtain an OSHA 10-Hour Card. Knowledge, Skills & Abilities:
Familiarity with water and wastewater treatment & conveyance processes and related regulatory requirements preferred. Ability to document and communicate field modifications to supervisor, project manager and design Engineer. Proficient in interpreting and understanding contract drawings and specifications, technical drawings, and schematics. Ability to work independently with minimal supervision. Proficient in Microsoft Office Suite (Word, Excel, Outlook), Adobe Acrobat, & Construction Management Software. Proficient in NFPA, UL, and ISA standards for industrial control systems and related disciplines. Must possess strong written and verbal communication skills. Must have mathematical, critical thinking, troubleshooting, technical, and computer skills with sharp observation to detail. Knowledge of industrial control systems, and troubleshooting methodologies.
Environmental and Physical Working Conditions
Work conditions vary from indoor to outdoor activities. Outdoor activities may involve exposure to unfavorable worksite conditions including but not limited to heat, cold, dust, dirt, noise, heights and uneven walking surfaces. May be required to office out of the company vehicle. Activities may require sitting, standing, walking, bending, crawling, climbing, kneeling, balancing, pushing, pulling, carrying, dragging up to 75 pounds of equipment. equipment Subject to after hour emergencies. Tools or equipment used include vehicles, computer, test and calibration equipment, and safety equipment.
