Base Pay $120,000 – $135,000 per year

Responsibilities
Serves as technical expert and advisor for control of civil and structural systems and related steel and welding features for federal construction projects.
Performs advisory, consulting and review duties involving civil/structural systems problems or non‑compliance.
Review contract documents, including plans and specifications, during design for constructability, non‑compliance, issue identification and contract clarity.
Participates in all phases of the contract modification process, assisting with scopes of work for RFPs, government estimates, contractor proposals, and contract modification documentation.
Assists with steel and welding inspections, quality assurance, contract administration and providing technical expertise.
Documents reviews and analyzes contractor plans and technical submittals for approval action, including progress schedules, environmental, safety and quality control programs, certifications, and shop drawings.
Prepares correspondence regarding Contractor performance, Requests for Equitable Adjustments (REAs), Requests for Information (RFIs) and other technical issues.
Prepares both partial and final payment estimates, including measurement and computation of pay item quantities, verification of materials on hand, and percentage complete of lump sum items.
Demonstrates steel and steel connection experience.
Experience in weld design and compliance review in reviewing plans, submittals, RFIs and field inspections.
Non‑destructive inspection (NDI) experience.
AISC certification.
Monitors and documents scheduled progress of all construction activities and phases, advising Resident Engineer, COR, and project team of potential slippage or delay.
Participates and executes RFI and submittal reviews, coordinating with designers, RE, and technical experts, and responding to contractor.
Reviews and provides technical assistance with HEMP Shielding, Radio Frequency (RF) Shield, and ICD 705 construction requirements; documents review and interfaces with Designer of Record for technical changes or questions.
Logs and maintains data as necessary to assist with project management and decision making.
Education and Experience
Bachelor's Degree in Engineering, preferably in Structural Engineering.
Current Professional Engineer license within the State of Wyoming.
Minimum of 10 years’ experience as structural engineer on large, complex, multimillion-dollar federal construction projects, preferably USACE and/or Department of Defense.
Non‑destructive inspection (NDI) experience.
AISC certification.
Experience with Radio Frequency (RF) Shield and ICD 705 construction requirements.
Knowledge of and experience with High Altitude Electromagnetic Pulse (HEMP) design and construction requirements preferred.
