Scope of Eligibility Open to permanent employees in a competitive title who work for the Division of Water Monitoring Standards and Pesticide Control and meet the requirements below.
Description Under the limited supervision of a supervisory official in a state department, institution, agency, or local government agency, performs complex technical or scientific work including field and office studies, surveys, inspections, or investigations associated with enforcement of environmental laws and/or regulations, and environmental review and control work, or organizes and carries out programs/projects designed to study and evaluate environmental impact of specific projects on the environment; organizes and develops tests and reports to assess environmental impacts on physical, natural, and/or human environments; investigates environmental complaints concerning projects; conducts contract, grant, and/or loan processing; may be required to function as a lead worker providing guidance to lower-level Environmental Specialists; does other related duties as required.
Specific to the Position Position 1 & 8: Marine Water Monitoring The duties of this promo include participating in the design, development, and conduct of scientific studies and surveys in the field of water quality analysis and assessment; conducting sanitary surveys and shoreline surveys to assess potential pollution sources; and statistically analyze water quality and biological trends as well as the correlations influencing these trends. The promotion will also be required to use water quality models to assess the relationships between biological impairment and water quality data; prepare reports on water quality containing findings, conclusions, and recommendations, and attend internal and external meetings as well as maintaining records.
Position 2: Environmental Analysis & Restoration Duties of this position include participating and implementing environmental projects and programs for the protection of public health, safety, and ecosystem health; assisting with the management, implementation and continued development of the Cooperative Coastal Monitoring, Environmental Coastal Monitoring, Coastal Aerial Surveillance, Source Tracking, Clean Shores, and NJ Watershed Ambassadors Program. Additional duties involve designing, developing, and conducting research studies related to water quality, source-tracking, water sampling, maintaining databases, data analysis, preparing reports, graphs, maps, presenting scientific information, and attending and presenting at meetings. At times, the candidate may coordinate the response to nearshore coastal pollution incidents to ensure public health and safety.
Position 3, 4, & 5: Pesticide Compliance & Enforcement Freshwater & Biological Monitoring The position will be required to independently perform more complicated inspections, investigations, and pesticide complaints as well as create more complex enforcement documents and actions, all of which are maintained in NJEMS, as a part of his case manager duties. The appointee should have a thorough knowledge of all applicable regulations and accomplish the continuing training requirements for both NJ and the EPA. Position will be expected to conduct pesticide swab sampling, vegetation, soil and water sampling to serve as evidence in support of enforcement and court cases. Will also be expected to conduct compliance assistance, audits of commercial applicator and dealer businesses, and work with other regulatory programs and agencies.
Position 6: Freshwater & Biological Monitoring The position will independently perform collection and analysis of water quality samples necessary for freshwater assessment including chemical and biological water quality, continuous monitoring, HAB response, aquatic vegetation, and waterbody depth surveys. The position will also schedule and coordinate field work for Lake Monitoring Network, utilize electronic and computerized equipment for measuring water quality, bathymetry, flow, and geopositioning. Additional duties include procuring equipment and services and assisting in evaluation of advanced technologies, performing quality control procedures, assisting with preparation of sampling plans, analyzing and validating results, preparing accurate, informative data summaries, leading in aquatic vegetation quality assurance and HYCAT project, and attending conferences, outreach, and meetings.
Position 7: Freshwater & Biological Monitoring The position will independently perform the collection and analysis of water quality and biological samples necessary for freshwater including chemical water quality, biological assessments, environmental DNA, HAB response, and emerging contaminants. The position will also schedule and coordinate sampling as field team lead for eDNA Monitoring and Northern Fish IBI Networks, utilize electronic and computerized equipment for measuring water quality and geo-location, procure equipment and evaluate advanced technologies, perform quality control procedures, prepare plans, and analyze and validate results. Additional duties include preparing accurate and informative data summaries, leading in Fish IBI website development and data dissemination, and presenting biological results to DEP and at professional conferences.
Requirements EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, or Biological Sciences; or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.
NOTE: A valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.
EXPERIENCE: Two (2) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements.
NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience. NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
