The Buyer 2 is responsible for obtaining the best quality, service, and value for products and services through effective bidding, negotiation, and supplier management. The Buyer 2 purchases critical, complex and/or high-dollar parts, equipment, services, and materials, identifies manufacturing needs, selects suppliers, negotiates contracts, and arranges delivery. Responsibilities

Manages Parker procurement of materials and services to support quality, delivery and cost requirements. Applies purchasing principles, theories and concepts to ensure timely acquisitions from known sources of supply. Resolves requisition accuracy issues, on-time delivery, and supplier payment matters. Maximizes inventory turns while minimizing cost of freight, cost of quality and lead time. Conducts supplier site visits and evaluates production capability, performance, delivery, and other key criteria. May support or lead supplier certification surveys as part of a technical/quality team. Evaluates proposals from potential suppliers; selects suppliers for highly complex materials, services, or equipment and negotiates price, delivery, quality and service. Develops alternate sources as needed. Negotiates final terms and conditions of purchase and administers procurement contracts; ensures accurate lead times and appropriate price/schedule terms. May involve orders with international suppliers/subcontractors (import/export). Monitors and evaluates supplier performance; initiates corrective actions to address potential delays. Facilitates inspections, substitutions, and standardization by coordinating between suppliers and company personnel. Negotiates and resolves damage claims, rejections, losses, over-shipments, cancellations, and engineering changes with suppliers. Ensures compliance with company and government or commercial procurement requirements; adheres to relevant policies and procedures. Applies continuous improvement techniques to internal processes and systems; participates in improvement initiatives with key suppliers. Maintains professional/technical knowledge through workshops, publications, networks, and associations. Qualifications

Education and Experience

REQUIRED / MUST HAVE: Bachelor’s degree in Business Administration or related field, or equivalent education/experience. 6+ years of related experience in purchasing or supplier management. CPM or APICS certification is desired. Knowledge, Skills And Abilities

Thorough knowledge of purchasing and negotiating methods and concepts. Knowledge of industry practices, business operations, and procurement-related regulations. Ability to implement continuous improvement principles; proficient with standard business software and purchasing/MRP/EDI systems. Strong problem-solving, negotiation, and communication skills; ability to coordinate across multiple teams. Ability to define problems, collect data, establish facts, and negotiate effective terms with suppliers. Ability to work with minimal supervision and manage multiple tasks concurrently. Typical Mental and Physical Demands

Primarily sedentary with computer use; occasional standing/walking. Regular attendance and ability to travel overnight or long distances as needed. Pay and Benefits
