Human Resources Manager (HR & Compliance)
The Human Resources Manager leads HR function with a balanced emphasis on Compliance, People Operations, and Recruiting. Operating within a construction / trucking context, this role partners with leadership and field teams to ensure regulatory adherence, strengthen a high-trust, safety-first culture of accountability, and drive effective talent acquisition. The position is hands-on and requires sound judgment, executive-level communication, and the ability to initiate and deliver projects independently while collaborating closely with our PEO and Safety.
Compliance (40%)
Establish and oversee the HR compliance framework, including policy governance, training cadence, internal audits, documentation standards, and corrective action plans; ensure alignment with federal and Arizona regulations.
Partner with Safety and the PEO on incident / accident response, investigations, documentation quality, and timely execution of corrective actions.
Oversee DOT / FMCSArelated HR requirements and coordinate drug / alcohol testing administration with third-party providers; maintain compliance calendars and expiration tracking.
Ensure I-9 / E-Verify integrity through periodic self-audits; advise on classification, overtime, wage and hour, and leave administration.
Lead PEO governance for HR compliance, payroll accuracy, benefits administration, handbook alignment, and quarterly service / audit reviews; coordinate responses to regulatory or customer compliance inquiries.
People Operations (30%)
Advise leadership on organization design, performance management, investigations, and separations; ensure documentation is consistent, accurate, and defensible.
Develop and track manager and employee training to verified completion.
Improve operational workflows across onboarding, payroll inputs, personnel file maintenance, and HRIS data integrity; establish metrics and audit routines.
Communicate policies and expectations clearly and professionally to both office and field teams.
Recruiting (30%)
Own the recruiting function end-to-end : workforce planning, sourcing, screening, interviewing, selection, offers, and onboarding handoff.
Build sustainable pipelines for field roles through referrals, trade schools, community partners, and targeted local advertising; engage agencies selectively.
Maintain a professional candidate experience while meeting time-to-fill targets and improving 90-day retention for priority roles.
Ideal Candidate Profile
Human Resources experience within construction and / or trucking / transportation, with a clear understanding of field operations and compliance requirements.
Recent roles weighted toward HR compliance, including audits, documentation standards, and corrective action planning.
Executive-level communication and professional presence; operates effectively with minimal guidance at the leadership interface.
Hands-on leader and self-starter who takes ownership of new initiatives and delivers results.
Required Skills & Abilities
Working knowledge of OSHA interface, DOT / FMCSA, wage and hour, leave laws, and Arizona employment regulations.
Experience with PEO administration, HRIS, E-Verify, FMCSA Clearinghouse, and rigorous recordkeeping practices.
Excellent written and verbal communication; strong interpersonal, negotiation, and conflict-resolution capabilities.
Superior organization, attention to detail, and analytical problem-solving; able to prioritize and delegate appropriately.
Demonstrated integrity, professionalism, and confidentiality.
Fluency in English required; Spanish bilingual preferred.
Proficiency with Microsoft Office and the ability to learn HRIS / ATS tools quickly.
Education & Experience
Bachelor's degree in Human Resources, Business Administration, or a related field required.
710 years of progressive HR experience, including 3+ years in compliance-intensive environments (construction / trucking strongly preferred).
Prior PEO experience preferred.
SHRM-CP / SCP or PHR / SPHR preferred.
Physical Requirements
Prolonged periods working at a computer and desk.
Ability to lift up to 15 pounds on occasion.
Ability to access and navigate departments across company facilities.
