The purpose of this classification is to perform professional work in the development and reporting of the County's budget and in the research and analysis of various County functions and operations for an assigned department or program.

Responsibilities

Assist in developing and preparing the annual operating budget for the assigned department or program; review existing plans; integrate plans into operating budget; review departmental operating budget requests; make funding level recommendations; analyze and estimate revenue and expense trends; identify and recommend alternatives; draft budget documents; present recommendations.

Monitor budgetary compliance; perform monthly reviews comparing budget to actual reports; ensure compliance with approved budget; identify problems; inform supervisors, department heads, and program administrators of potential problem areas; formulate and recommend solutions; compile related reports.

Develop, design, and conduct fiscal studies and research; develop analytical approaches and related reports; participate in field research projects; prepare financial information; assist departments with programs and procedures related to financial policies; analyze budget submission and funds request processes; recommend increasing efficiency and accuracy; monitor new or changing legislation for budgetary implications.

Develop objectives and performance indicators for operating budget; work with department heads, program administrators, and staff to develop and refine departmental objectives; devise indicators that measure progress; perform periodic objective reviews; update budget as necessary using data from reviews.

Conduct operational research, productivity analysis, and management studies to assist in the management of departmental operations, programs, and services; compile and monitor administrative and statistical data; research information; analyze data, identify trends; prepare or generate reports.

Make recommendations for changes in policies and procedures to improve operations, provide more responsive service, and optimize resource use; develop recommendations for departmental policy changes; provide technical assistance and information to management to aid decision making.

Assist department managers with strategic and long‑range planning; participate in planning efforts at local and regional levels; keep heads and administrators apprised of developments at state and federal level that impact the department; monitor pending legislation; ensure compliance with new legislation.

Prepare or complete various forms, reports, correspondence, expenditure trends and projections, budget allocations, variance analysis, operational reports, or other documents.

Receive various forms and reports; process, forward, or retain as appropriate.

Qualifications

Bachelor's Degree in Accounting, Finance, Business Administration, Organizational Management, or related field.

Three years of experience in budget and management analysis or equivalent combination of education, training, and experience.

Supplemental Information

Knowledge of grant programs (formula, discretionary, competitive); familiarity with grant types and matches; familiarity with CAFR and SEFA.

Liaison between grantor and county departments; accountable for rules, policies, procedures, compliance; proficiency in financial reporting and grant accounting.

Monitor grant expenditures and reimbursement processes.

Apply and interpret federal and state grant procedures, policies, regulations such as OMB circulars and grant management procedures.

Present clearly; listen to departmental concerns; recommend and advise on related issues; administer close‑out awards.

Review grant agreements, contracts, MOUs; ensure compliance; assist county departments.

Provide high‑quality customer service to departments and grantors.

Experience managing multiple grants during post‑award period to close out.

Experience working with Oracle/CV360 and grant systems such as Grants.gov.
