Overview Under the direction of the Data Management and Analytics Group Manager, the Public Health and Prevention Specialist III performs highly complex technical activities related to HIV, STD, and Hepatitis C data management and processing. This role monitors and maintains high‑volume workflows, creates written procedures, collaborates with subject‑matter experts, and provides training on deduplication and facility management.

Essential Job Functions
Monitor and manage high‑volume facility and provider data workflows.
Perform data quality activities, including data validation and manual laboratory entry.
Coordinate entry of laboratory reports received via fax, mail, or electronic methods.
Develop and maintain procedures and manuals for data management tasks.
Provide technical assistance and troubleshooting for data quality issues.
Participate as needed in disaster response or continuity of operations activities.
Knowledge, Skills and Abilities
Knowledge of medical terminology for HIV, STD, and HCV.
Experience in data entry and quality activities for public health surveillance.
Data cleaning, validation, and management skills.
Proficient with Microsoft Office Suite, especially Excel and Word.
Attention to detail and ability to meet deadlines.
Ability to develop and deliver basic reports and training.
Strong communication skills, both written and spoken.
Capability to work independently and as part of a team.
Understanding of public health laws, regulations, and confidentiality requirements.
Minimum Qualifications
Graduation from a four‑year college or university with coursework in social science, computer science, statistics, or a related field.
Master’s degree in public health, epidemiology, biostatistics, or a related discipline preferred.
Two years of data quality and data management experience strongly preferred.
Experience with integrating laboratory data into database systems (e.g., THISIS).
Proficiency with Microsoft Office, especially Excel, required.
Strong background in data extraction, entry, validation, and maintenance.
