The Georgia Department of Human Services (DHS), Office of Inspector General (OIG) - Residential Child Care Licensing (RCCL) is seeking candidates for the position of RCCL Surveyor Supervisor. This position will be assigned to the DHS office closest to the incumbent's residence with expected, extensive statewide, and possible overnight, travel.

Pay Grade: N
Supervises, guides, and/or instructs the work assignments of 4-7 subordinate staff. May plan, organize or coordinate the activities of an assigned program. Reviews, monitors and ensures compliance with Residential Child Care Licensing's (RCCL) policies and procedures related to the enforcement of rules and regulations of child welfare agencies. This position reports to a Senior Manager, Regulatory Compliance in RCCL.
This position may require some statewide and overnight travel with little notice to conduct inspections. Statewide travel may require up to 40% overnight travel. Occasional weekend and after-hours work may also be required. Mileage and overnight stay reimbursement are provided for work-related travel. Mileage reimbursement is not provided for travel from a residence to work.
During the first 6 months of the training process, there will be more extensive travel and overnight stays.
Role and Responsibilities:
Determines compliance with applicable state and/or federal rules and regulations. Oversees an RCCL program of regulatory review and enforcement in the area of licensing approval, inspections and investigations. Supervises the operations of staff members who may be reviewing initial applications for licenses, conducting triage or in the field conducting inspections. Performs QA reviews and provides guidance and instructions on appropriate actions that may include actions taken against a facility. Participates in the interview process of new hires. Evaluates subordinate staff, including conducting performance reviews, providing guidance and mentorship as needed, and taking disciplinary actions including discharge when applicable. Conducts training of staff within and outside of the assigned unit, based on the training needs of RCCL and OIG. Performs inspections and investigations as necessary. Assists in the development of policies and procedures for assigned area. Recommends programmatic and/or operational changes based on review or survey results. Enforces rules and regulations. Imposes adverse actions against facilities that have violated rules and regulations when appropriate. Provides legal testimony, as required. Monitors the effectiveness of the licensing/certification process by preparing, reviewing and analyzing reports. Uses this information to make improvements in the operations of his/her assigned area. Creates and maintains a high-performance environment characterized by positive leadership and strong team dynamics. Serves as a member of the RCCL Leadership Team and other assigned committees; collaborates with other units such as Program Support Operations, Office of Provider Management, Child Protective Services, Department of Juvenile Justice, Together Georgia and DHS Leadership, etc. through attendance at meetings and sharing of information; presents updates and training at section meetings; assists with special projects as assigned. Performs other professional responsibilities as assigned. Demonstrates a spirit of teamwork, offering positive and constructive ideas, encouragement and support to other members of the staff and team, while embodying the OIG Exceptionalism core principles. Core Competencies:
Strong communication, writing, organizational, time-management, and interpersonal skills. Ability to work independently but also collaboratively with a team of professionals. Minimum Qualifications
High school diploma/GED
AND
five (5) years of job-related experience which includes two (2) years in a lead worker, team leader, or supervisory role related to the area of assignment; OR
Two (2) years of experience required at the lower level Compliance Specialist 3 (RCP062) or position equivalent. Preferred Skills/Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following education/skills/experience:
Master's degree in a related field from an accredited college or university
AND
Three years of related experience, One year of which in a supervisory position OR
Bachelor's degree in a related field from an accredited college or university
AND
Five years of related experience, Two years of which in a supervisory position. Two years of experience in interpretating and enforcing RCCL Rules and Regulations. Experience in the field of child welfare, foster care, adoption, and/or any licensed residential child welfare agency. Experience in conducting assessments and evaluations based on regulations, legal requirements and/or recognized accreditation standards.
