ORGANIZATIONAL OVERVIEW Educare DC serves over 350 children from birth to five years – and their families – through our state‑of‑the‑art center and through community partnerships. Building on the program foundations of Early Head Start and Head Start and accredited by NAEYC, Educare DC promotes school readiness by providing high‑quality, comprehensive early learning programming for children who are historically underserved due to systemic racism, eliminating the opportunity gap often experienced by low‑income communities. Educare DC is part of the 25‑school Educare Learning Network that serves as a platform for broader change, inspiring high‑quality programs in communities, improving public policies nationally and within each state, and demonstrating a comprehensive, research‑based approach to the first five years of life and learning. Educare DC draws on a blend of private and public dollars, including federal childcare funding, Early Head Start, Pre‑K, and other state and federal funding streams.

POSITION OVERVIEW The Recruitment Specialist will lead outreach and marketing strategies through development and implementation of those strategies for the purpose of supporting enrollment of families and children, prenatal to 4 years of age into various Educare programs.

RESPONSIBILITIES

Documents and tracks inquiries and recruitment efforts regarding enrollment for Educare Programs (Prenatal, Early Head Start, Head Start, CCP and Pre‑Kindergarten)

Analyze enrollment trends and recruitment data for strategic planning presented quarterly

Collects and analyzes the Family Exit Survey data to influence retention and recruitment strategies.

Collaborates with the Development Department for marketing efforts, including final approval of marketing materials

Supports all recruitment opportunities and events and acts as single point of entry for all prospective families

Represents the organization at local events, community fairs, and school expos — including evenings and weekends as needed

Schedules and provides guided tours for new and interested families

Coordinates open houses and community engagement events on site and in the community (Coordinates Open House(s))

Collaborates with the Child Care Partnership Directors monthly to review current or anticipated vacancies and implements targeted recruitment strategies

Develops the yearly recruitment calendar and plan, presents annually

Develops and monitors yearly parent referral program and maintains data of effectiveness

Collaborates with parents including, but not limited to, parent ambassadors and parent policy members, to involve them in recruitment opportunities; opportunities may include recruiting events such as tours, tabling events, open house events.

Supports recruitment efforts for all programming including Early Head Start, Head Start, Prenatal, Child Care Partnership, and additional grants.

Collaborates with program and department leads across six sites

Identifies, orders, and maintains recruitment marketing material

Participates in partnership meetings regarding recruitment of children for Educare programs

Supports community outreach efforts, develops, and maintains with community partnerships

Performs other relevant duties as assigned within the scope of the position

Some job duties may require evening and weekend availability.

EDUCATION AND EXPERIENCE REQUIREMENTS

Associate degree required, Bachelor's degree preferred in communications, marketing, education, or related fields

1‑2 years of administrative experience, preferably in setting providing services to children and families

Strong customer service background

ADDITIONAL JOB REQUIREMENTS

Clearance of background checks as required by local, state, and federal regulations

Physical examination and diagnostic tests as required by local, state, and federal regulations

A physical exam, COVID vaccination, drug screen and TB test are required as a condition of continual employment

REQUIRED SKILLS AND ABILITIES

Intermediate to advanced level skills with computer applications – thorough understanding of Microsoft Outlook (Microsoft Office required), word processing (Microsoft Word), mail merge, spreadsheets (Excel) and email systems. Knowledge of Access a plus. Good command of Internet usage

Ability to learn childcare policies and procedures, specifically the parent co‑payment policy

Develop a clear understanding of eligibility requirements of various funding sources

Ability to document, monitor and track information, and develop reports

Must have the knowledge and ability to publicly represent Educare DC, including but not limited to, public speaking, tabling events, and community engagement

Must have excellent customer service skills

Must have good computation skills

Ability to develop forms and letters necessary to complete tasks

Ability to communicate effectively and in a family‑friendly manner

Must have experience with office equipment

Must be able to fluently speak, read, write, and understand English; ability to fluently speak Spanish in addition to English is a plus.

Must be well organized and detail‑oriented

Able to process, secure and exercise discretion in handling confidential information and materials

Ability to work well independently and in a team environment and communicate effectively and appropriately with a diverse staff, families, and external constituents

ESSENTIAL JOB FUNCTIONS

Ability to clearly hear and understand telephone conversations

Must be able to lift up to 20 lbs.

Job requires viewing a computer screen approximately 90% of the time
