USC/GC OnlyTxDOT seeks an Enterprise Cloud Architect to lead the design, governance, and optimization of hybrid and multi‑cloud environments across AWS, Azure, and enterprise platforms. This position will support cloud migration, policy‑as‑code governance, and enterprise infrastructure.
Responsibilities
Design and optimize hybrid/multi‑cloud environments (AWS, Azure), lead migrations using tools like AWS MGN and Azure Migrate, and develop downtime‑minimizing strategies that ensure business continuity.
Ensure compliance with NIST 800‑series and CIS Benchmarks through secure configurations, identity/access management, disaster recovery, and policy‑as‑code enforcement.
Implement Infrastructure as Code (Terraform, CloudFormation, Bicep), maintain monitoring and alerting systems, and evolve Landing Zones.
Lead cross‑functional teams and initiatives focused on enterprise infrastructure and cloud solutions.
Act as a strong communicator and technical liaison between shared technology services, security, and business stakeholders.
Mentor teams and educate stakeholders on cloud and infrastructure best practices.
Demonstrate in‑depth understanding of enterprise networking, including routing, switching, VPNs, DNS, load balancing, and connectivity in hybrid cloud environments.
Ensure all infrastructure solutions adhere to NIST 800‑series and CIS Benchmark v4.0 security standards.
Implement secure configurations, identity management, and access control policies.

Maintain and evolve Landing Zones to ensure compliance, cost optimization, and scalability.
Define guardrails and enforce governance using policy‑as‑code frameworks.

Develop migration strategies that minimize downtime and ensure business continuity.
Implement and maintain Infrastructure as Code using Terraform, CloudFormation, and Bicep/ARM.
Design and maintain monitoring, logging, and alerting systems for performance, compliance, and cost control.
Design and implement Disaster Recovery (DR) and Backup strategies that ensure high availability and regulatory compliance.
Minimum Candidate Characteristics
10+ years of experience designing and implementing enterprise‑scale hybrid and multi‑cloud environments (AWS, Azure, OCI), with strong expertise in networking, security, IAM, and governance.
Hands‑on experience with Infrastructure as Code (Terraform, CloudFormation, ARM/Bicep), containerization, microservices, and integrating DevOps practices.
Exceptional Candidate Characteristics
Experience with one or more Texas State Agencies
Experience with public transportation/infrastructure clients
AWS Certified Solutions Architect and/or Azure Solutions Architect Expert Certification
Minimum (Required) Years & Skills/Experience
10+ experience in enterprise infrastructure, cloud architecture, or related roles.
Proven experience designing and implementing hybrid multi‑cloud environments (AWS, Azure, OCI)
Strong understanding of networking, security, IAM, and governance frameworks.
Hands‑on experience with IaC (Terraform, CloudFormation, and ARM/Bicep).
Experience leading modernization initiatives including containerization, microservices, and DevOps integration.
