We’re seeking a seasoned professional for a mid-level management role as Project Manager II, responsible for leading large-scale heavy civil construction projects ranging from $50M to $300M. These projects span the full lifecycle—from initial planning and budgeting through execution and final delivery—and include major infrastructure such as highways, interstate systems, rail transit, and other transportation or civil development sites.
Responsibilities
Project Planning & Scheduling: Create detailed project plans and construction timelines that align with contract milestones and client expectations. Financial Oversight: Manage budgets, forecast costs, and monitor expenditures. Oversee invoicing, change orders, and financial reporting to ensure profitability and cost control. Team Leadership: Lead and inspire project teams, promoting growth, retention, and a culture of safety, accountability, and collaboration. This includes managing joint venture partnerships when applicable. Subcontractor & Vendor Management: Select and supervise subcontractors and suppliers. Negotiate contracts and ensure all work meets quality standards, specifications, and deadlines in coordination with QA/QC teams. Contract Administration: Handle all aspects of contract documentation, including RFIs, submittals, change orders, and progress payments. Maintain accurate records and ensure compliance throughout the project lifecycle. Safety & Environmental Compliance: Champion a safety-first mindset across all job sites. Enforce OSHA standards, company safety protocols, and environmental regulations through regular inspections and proactive issue resolution. Quality Assurance: Implement and manage QA/QC plans, especially for concrete and roadway components. Ensure all work meets design specs, industry standards, and DOT requirements. Client & Stakeholder Engagement: Act as the primary liaison for owners, DOT officials, engineers, and other stakeholders. Provide updates, lead meetings, and maintain strong professional relationships to ensure satisfaction. Risk Management & Problem Solving: Identify potential risks and challenges early. Develop mitigation strategies and resolve field issues and design discrepancies in collaboration with engineers and team members. Project Closeout: Lead final inspections, punch list completion, and documentation handover. Ensure a smooth transition to the client and capture lessons learned for future improvements. Project Procurement Support: Contribute to the pursuit of large-scale and alternative delivery projects (Design Build, CMGC, CMAR). Support estimating, design review, proposal development, and strategic procurement efforts. Qualifications
Education: Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline is required. Equivalent field experience may be considered on a case-by-case basis. Industry Experience: Minimum of 18 years in civil construction, with at least 5 years in a leadership role such as Project Manager, Segment Manager, or Area Manager on heavy civil projects. Experience with DOT/public infrastructure projects is strongly preferred. Project Management Expertise: Demonstrated success in managing large-scale heavy civil construction projects from inception to completion. Familiarity with UDOT or other DOT procedures, specifications, and standards is essential. Technical Proficiency: Skilled in construction management software and tools, including Primavera P6, Microsoft Project, and platforms like HCSS or Bid2Win. Strong command of the Microsoft Office Suite is required. Construction Knowledge: Comprehensive understanding of construction techniques, civil engineering fundamentals, and field operations such as earthwork, asphalt paving, and underground utilities. Ability to read and interpret technical drawings and specifications. Leadership & Communication: Exceptional leadership and team-building skills. Clear and effective communicator, capable of working collaboratively with internal teams, clients, subcontractors, and regulatory bodies. Problem-Solving & Organization: Strong analytical mindset with the ability to make sound decisions, manage multiple priorities, and adapt quickly in dynamic field environments. Safety Commitment: Thorough knowledge of OSHA regulations, environmental standards, and company safety policies. Proven ability to promote and enforce safe work practices on-site. Additional Requirements: Must possess a valid driver’s license and maintain an acceptable driving record. Willingness and ability to travel to job sites across Utah. Additional Information
