COST ESTIMATOR
We are seeking a cost estimator to assist with the Typhoon Mawar recovery efforts at Andersen AFB, Guam. A cost estimator is a professional who analyzes and determines the projected expenses associated with a particular project, product, or service. Their role is to assess various factors such as materials, labor, equipment, and overhead costs to provide accurate estimations of the total expenditures involved. Cost estimators utilize their expertise and industry knowledge to evaluate project specifications, create detailed cost breakdowns, and identify potential risks and cost‑saving opportunities. Their work is essential in helping businesses and organizations make informed decisions regarding budgeting, pricing, and resource allocation, ensuring projects are financially viable and successful.
Requirements & Benefits
Must have or be able to attain a Secret Clearance
Estimated Starting Salary Range: Base salary commensurate with experience & education
Full‑time benefits include Medical, Dental, Vision, 401K and other possible benefits as provided. Benefits are subject to change with or without notice.
Creates detailed line‑item (Class 3) cost estimates, reviews work orders, programming documents, design documents, or similar project documentation.
Knowledge of RSMeans cost estimating software required and PACES preferred.
Performs economic analyses as required for FSRM projects, or works with AF Lifecycle Management Center or Architect/Engineer contractor staff on data required to complete an EA.
Use of cost estimating software or detailed spreadsheets to break down costs item by item.
Conducts research to gather data on material prices, labor rates, equipment costs, and other relevant factors, staying updated with market trends.
Determines quantities of materials, equipment, and labor required, reading and interpreting architectural and engineering drawings, performing take‑offs, and using measurement tools accurately.
Evaluates potential risks and uncertainties that may impact the project’s cost, incorporating appropriate contingencies.
Make recommendations on cost estimates regarding credibility and compliance with applicable UFC standards.
Performs other job‑related duties as assigned.
Experience & Education
A minimum of 7 years’ experience in cost estimating for design and construction facility projects.
Bachelor’s Degree in Architecture, Engineering, Construction Management or equivalent.
At least 5 years of relevant government facility design/construction cost estimating experience.
Knowledge and familiarity with related fields such as electrical, mechanical, structural, environmental, and civil engineering to create high‑level or line‑item estimates.
Strong mathematical and analytical skills for complex calculations involving quantities, measurements, and unit costs.
Effective communication skills to articulate estimates, explain cost breakdowns, and present findings concisely.
Problem‑solving and creative solution skills to adapt estimates to changing circumstances.
Time‑management skills to meet project deadlines while handling multiple projects.
Teamwork skills to collaborate effectively with architects, engineers, contractors, and other stakeholders.
Cost‑optimization mindset to identify cost‑saving opportunities and propose value engineering ideas.
Must pass pre‑employment qualifications of Cherokee Federal.
Must be a US citizen.
Must have or be able to attain a Secret Clearance.
Knowledge and familiarity conducting Facility Condition Assessments.
