Responsibilities
Public Services Program Coordinator
– Community Libraries: Under the general direction of the Deputy Director, plans and implements projects to strengthen customer service, safety, staffing, and operational consistency across San Mateo County’s 13 community libraries. Develop standards and training, coordinate safety & security measures, and track operational metrics to improve service delivery.
Training & Development / Volunteer Program Coordinator
– Human Resources Division: Manages the full lifecycle of staff learning and volunteer engagement. Builds, coordinates, and maintains the annual training calendar, coordinates volunteer intake and placements, ensures compliance and accurate records in training and volunteer management systems, and uses dashboards, surveys, and reports to drive continuous improvement and recognition across the system.
Both positions support staff, volunteers, and communities while advancing the mission to strengthen communities by creating welcoming spaces for learning, growth, and connection.
Design, implement, and manage programs or initiatives that strengthen public service delivery or support volunteer engagement and staff training and development.
Lead and coordinate multiple projects with professionalism, flexibility, and attention to detail.
Build strong, collaborative relationships across divisions and with community partners to achieve shared goals.
Communicate clearly, respectfully, and effectively with staff, volunteers, and the public.
Use data, reports, and feedback to evaluate program performance, engagement, and outcomes; identify trends; and recommend improvements.
Exercise sound judgment and ensure compliance in onboarding, reporting, and program administration.
Contribute to staff and volunteer recognition, training, and professional development events.
Foster a culture of inclusion, appreciation, and continuous learning that reflects San Mateo County Libraries’ mission and values.

Qualifications Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:
Program Coordinator II:
Bachelor’s degree in public or business administration, management, or a related field and four years of professional-level analytical and administrative experience in a community-related setting.
Knowledge
Principles and practices of the program area/option to which assigned.
Principles and practices of effective customer/client relations.
Principles and practices of working with and managing volunteers, if assigned to volunteer coordination.
Technical procedures and requirements of the program area/option to which assigned.
Applicable federal, state, and local laws, rules, and regulations, and County and program policies and guidelines governing the program area/option to which assigned.
Principles, practices, and techniques of administrative and programmatic research and analysis.
Computer applications related to the work.
Office administrative practices and procedures, including records management and the operation of standard office equipment.
Funding sources, grants, and fundraising techniques, if assigned to Options 1 and 2.
Skill/Ability
Analyze, interpret, and apply various regulations and requirements.
Plan, coordinate, and implement administrative and programmatic research and analysis.
Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.
Establish and maintain effective working relationships with grantors, subcontractors, County staff, officials, the public, and others.
Communicate effectively, both orally and in writing.
Compile, analyze, and interpret data using research techniques; draw conclusions and prepare reports.
Exercise sound independent judgment within general policy and regulatory guidelines.
Prepare clear and accurate reports, correspondence, procedures, and other written materials.
Organize and prioritize work and meet deadlines.
Maintain accurate records and files.
Interact with a wide variety of people; listen with tact and diplomacy.
Develop and implement plans, programs, and events.
Use interpersonal styles and communication methods to gain acceptance and cooperation for plans and programs.
Make public presentations and prepare articles for publication, such as press releases and event-related materials.
Prepare narrative and statistical reports.
