The Procurement Specialist has responsibility for the successful execution of all Purchase Orders on assigned projects, overseeing supplier adherence to contract commercial requirements, on-time delivery, and resolution of any disputes. Engage in a wide range of Supply Management activities, including supplier selection, negotiating contract terms and conditions, and order placement. Manage agreements with subcontractors, including communication of VPI-initiated changes in scope (drawings, specifications, schedule changes) to subcontractors and resolution of changes on price, delivery, or technical capability with the subcontractor. Coordinate with the Project Manager to communicate and resolve changes on pricing, delivery, or subcontractor capabilities. Develop and monitor the sourcing plan and track subcontractor performance related to cost vs. budget, supplier schedule, progress reports, and overall project schedule. Develop RFQs for subcontracted work and evaluate subcontractor quotations, resolving commercial and technical exceptions to meet technical, quality, delivery and price objectives; award purchase orders to subcontractors. Ensure selected suppliers are approved/qualified per the Corporate Supplier List (CSL) and verify vendor certifications are current, obtaining updates as required. Ensure all commercial documents reflect final agreed terms and conditions prior to issuing any Purchase Order. As required, create and submit a Bid Evaluation through the Deviation Management System (DMS) for any purchase per guidelines to obtain appropriate approval prior to purchase. Review Document Control Automation Program (DCAP) packages to confirm accuracy and completeness for the specific purchase and process the final package to the supplier after order placement. Communicate information to subcontractors (drawings, schedules, shipping information) and coordinate with the Logistics Department for shipping and delivery milestones. Provide SCM support for key corporate and company business objectives. Assist in preparing Special Conditions of Purchase regarding VPI deliverables, warranty considerations, risk of liquidated damages, and delivery schedule/Incoterms. Report problems requiring management intervention; participate in department and team meetings; anticipate and mitigate risks to supplier performance, PO requirements, and delivery. Participate in supplier evaluations and annual supplier performance reviews. Qualifications / Skills

A Bachelor’s of Science degree in engineering or a B.S. in business from an accredited university. In lieu of a college degree, relevant experience in construction, subcontract management or purchasing may be substituted at management’s discretion. Knowledge of general steel fabrication management practices applicable to VPI products, typically with 5 years of experience. Good verbal and written communication skills to clearly communicate subcontracting and manufacturing issues to suppliers and within VPI. Experience in managing subcontracts or other procurement-related activities. Strong organizational, results-oriented, and sourcing professional capabilities with integrity and adaptability to changes and emergencies. Must have a valid passport for international travel. To provide greater transparency to candidates, we include base pay ranges for all US-based job postings. The base pay range for this Procurement Specialist role is $70,000 - $90,000 annually. Final offers may vary based on education, depth and relevance of work experience, licenses and certifications, and may differ from the listed range.
