Position Overview The Commonwealth of Pennsylvania's Office of Administration is seeking a highly capable Technical Project Manager to lead a transformative Human Resources technology initiative. The role will oversee the decommissioning of a legacy database, migrate critical HR data into SAP S/4HANA or ECC, and integrate SAP with internal applications through APIs and middleware. The ideal candidate combines strong project management with hands-on technical leadership across SAP data migration, enterprise integration, and legacy system modernization.
Key Responsibilities • Develop and execute comprehensive project plans covering objectives, timelines, resources, and deliverables. • Lead the decommissioning of legacy HR systems while meeting data retention and archiving standards. • Oversee end-to-end SAP data migration using appropriate SAP tools and methodologies. • Design and implement integration strategies between SAP and in-house applications. • Coordinate cross-functional teams including developers, analysts, and SAP functional experts. • Identify and mitigate project risks and remove delivery blockers. • Provide clear communications on status, milestones, and issues to stakeholders and executive leadership. • Collaborate with agencies and business units to define current and future state models. • Analyze, prioritize, and trace business requirements to technical solutions. • Foster a collaborative, productive environment across technical and business teams.
Required Knowledge, Skills, and Abilities • Hands-on experience with SAP system architecture and core platforms, including SAP ECC, S/4HANA, and SuccessFactors. • Strong interpersonal and communication skills to engage stakeholders at all levels. • Proven ability to manage complex IT projects and lead cross-functional teams. • Demonstrated expertise in SAP data migration and enterprise integrations. • Ability to create detailed project plans, set milestones, and manage schedules effectively. • Strong analytical and problem-solving skills. • Experience with business process analysis, gap analysis, and requirements gathering. • Consistent record of delivering projects on time and within budget.
Minimum Experience and Training • Four years of experience leading complex IT systems development or implementation projects and a bachelor's degree; or • An equivalent combination of experience and training that includes four years of experience leading IT systems development or implementation projects.
Preferred Qualifications • PMP certification. • SAP certifications in data migration, integration, or architecture.
