Assist Accountable Property Officers and Responsible Officers in the establishment and execution of monthly, quarterly, yearly, and spot inventory plans as directed by N41 Command Property Branch. Collaborate with command assigned N4 Command Property Branch to identify assets across the clamancy that meet the Accountable Property criteria (dollar value, serial numbered items, mission critical, pilferable, etc.), including if/when those criteria change. Assist in defining and documenting property and commodity management processes and requirements, and the audit requirements of DoD, OCOM, Navy, and NSWC. Assist in the implementation of Force-wide property policies and recommend local procedures to ensure compliance. Assist Accountable Property Officers in the creation of local Standard Operating Procedures (SOP) to further compliance with NSWC polices. Provide subject matter expertise on the use of the APSR, currently DPAS, and assist with data extractions and data manipulation from the APSR into editable formats such as EXCEL and MS Word, and Power BI. Assist in conducting causative research on misplaced property and/or APSR data discrepancies. This may involve physical inventories, research through the APSR, paper historical records, and transfer documentation verification. Verify accuracy of transactions conducted within the APSR in the following functions: DPAS-PA, DPAS-WM, DPAS-WMA, DPAS-ICP; to include receipt, stowage, issue, transfers, and disposals. Understand NSWC non-APSR commodity management systems such as FleetFocus, COLTS, and NTCSS to assist in property accountability not part of the APSR. Assist in the transition of designated commodities and associated historical data into and out of the APSR from NSWC designated commodity specific IT systems (FleetFocus, COLTS, and DPAS). Assist in the deployment of the APSR and the establishment of local property management program to new NSWC activities, including planning storage location identification/layout, item inventory, cataloging, location marking, and item marking with appropriate barcode labels. Research and establish APSR Stock Cards, NICs, and Size Categories for NSWC force wide. Vet/process/submit DPAS SAAR packages for users on behalf of the NSWC N41 Command Property Branch. Support assigned Echelon III command and its lower Echelons with researching historical archives of SWALIS, Navy DPAS PA, and current APSR transactional records. Conduct a bi-annual review of the NSWC owned DPAS catalog for inconsistencies such as duplications, incorrect pricing, incorrect asset codes, obsolete stock cards, and stock item code realignments. Provide regular classroom training and emergent on-the-job training specific to the use of the APSR for users and custodians of Accountable Property. This includes posting transactions (receipt, loan, transfer, disposal, etc.), use and interpretation of desktop reports, desktop inventory and inventory reconciliation functions, document upload/download, depreciation, and other APSR functions required for NSWC commodities management. Conduct OJT training sessions for a small group (one to three personnel) to ensure understanding of APSR transactions, inventories, reports, and database queries in the working space. This training covers equipment use, reports processing, and APSR operations. Required Qualifications

Two (2) years experience providing logistics support to users of major government systems and/or logistics operations. One (1) year experience with APSR peripheral equipment (handheld terminals, scanners, signature pads, and label printers) or similar AIT equipment. One (1) year experience with accountable property cataloging actions and expertise in WebFLIS, SOCOM Catalog Request Module (SOCM), Equipment Management Interface (EMI), and Federal Logistics Data (FED LOG). One (1) year experience with executing requisitions and troubleshooting challenges within government Logistics IT systems for MFP-2 and MFP-11 equipment, material, and supplies. One (1) year experience with managing and implementing accountability for Operating Materials & Supplies (OM&S) including inventory for resale, spare and repair parts, and clothing and textiles. One (1) year experience with managing and implementing accountability for General Equipment (GE). One (1) year experience using DPAS to support data calls and develop reports and dashboards metrics concerning property management. One (1) year experience with all features of the DPAS Warehouse Management Module (DPAS WM), including facilitating training events for DPAS WM functionality. One (1) year experience with features of the DPAS Property Accountability Module (DPAS PA), including facilitating training events for its functionality. One (1) year experience complying with CNSWCINST 4460.1F, CNSWCINST 5200.45, SOCOM Directive 700-2, and SOCOM Directive 700-3. Seniority level
