Full-Time, Monday through Friday (some travel required) The Department of Children, Youth, and Families (DCYF) is searching for excellent candidates for several Program Specialist 3 positions to join Juvenile Rehabilitation's new Security Classifications Unit. This role strengthens the safety and integrity of our facilities by assuring every youth in residential care receives an accurate, fair, and data-driven security classification. Accurate classifications support effective population distribution, community safety, and participation in rehabilitation. Successful candidates will excel at reviewing data from multiple sources and organize the information in a manner that is easy for the youth, staff, and communities served by JR to understand. You will work directly with both youth and staff at JR's Secure and Community Facilities. The primary focus is to review and analyze behavioral, legal, and treatment data to determine appropriate classification levels for youth across Juvenile Rehabilitation facilities. Your work directly influences youth placement, staff safety, and program integrity statewide.

There are three primary assignment options available:

Echo Glen Children's Center (Snoqualmie, WA)

- Primary focus on youth and staff at Echo Glen with ancillary support of all residential programs. Some travel is required. Green Hill School (Chehalis, WA)

- Primary focus on youth and staff at Green Hill with ancillary support of all residential programs. Some travel is required. Harbor Heights/Community Facilities (Headquarters)

- Hybrid position with regular travel between facilities. Some of what you will do:

Ensure behavioral violations impacting security classifications (as defined in RCW/WAC) are accurately identified, categorized, and reported. Collect, code, and analyze data from multiple sources to determine consistency, reliability, and accuracy. Identify and correct discrepancies through verification and communication with facility and program staff. Collaborate with DCYF Hearings to ensure Administrative Infraction Hearings occur appropriately and on schedule. Prepare and deliver clear, defensible testimony for administrative or legal hearings as needed. Perform additional duties related to data reporting, policy review, and program support as assigned. Required qualifications:

Six years of combined education and experience in juvenile or adult justice programs, including at least two years in analysis and reporting of case management or legal documentation.

OR

Bachelor's degree in criminal justice or a related social services field.

AND

Two years of experience analyzing and reporting formal case management or legal documentation, including coordination of responses.

AND

Commitment to equity, inclusion, and respectful workplace principles. Knowledge, Skills, and Abilities

Strong data management and reporting skills across multiple software platforms. Effective written and verbal communication, producing complete and accurate staff work. Excellent interpersonal skills with the ability to collaborate across teams and levels. Organizational skills to manage priorities in a fast-paced, high-risk environment. Cultural competency and awareness of issues related to Disproportionate Minority Contact (DMC). Familiarity with RCWs, WACs, and administrative hearing processes in juvenile justice settings. Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
