Job Description
General Functions :
Manage the overall activities of the Bridge Maintenance and Repair Program (Bridge Program), including oversight of bridge inspections, planning, design coordination, construction, rehabilitation, and preventive maintenance of County-owned bridges. Work includes, but is not limited to, developing and implementing repair strategies based on FDOT inspection reports (CIDRs), preparing and managing budgets, prioritizing projects, coordinating with consultants and contractors and ensuring the timely completion of multiple concurrent minor-major bridge projects.
This is professional work performed with considerable independent judgment and initiative in directing technical, administrative, and operational aspects of the program, with an emphasis on public safety and regulatory compliance. This position has supervisory responsibilities for one or more employees. Performance is evaluated based on the practical application of engineering judgment, demonstrated program and project management skills, and the achievement of desired results in accordance with FDOT standards.
Representative Duties/Assignments :

¿ Coordinate bridge maintenance and/or repair projects from design to project delivery, including planning, design coordination, budgeting, procurement, scheduling, construction management, and close-out. ¿ Perform administrative management of bridge maintenance and/or repair projects including procuring consultants, negotiating contracts, reporting and monitoring. ¿ Assist in the development of project planning, proposals, cost estimates and budgets, timelines and schedules for bridge maintenance and/or repair projects. ¿ Provide technical management of bridge maintenance projects through reviewing latest FDOT specifications, technical drawings, and design calculations for bridge and other drainage structures, and ensuring that design, construction, and repair activities comply with FDOT, FHWA, NBI, and County standards. ¿ Review FDOT bridge inspection reports (CIDR) for County maintained bridges, perform site visits, develop repair strategy, and coordinate execution of repairs as deemed necessary. ¿ Lead the development, monitoring, and execution of the Bridge Program Work Plan, ensuring timely responses to FDOT CIDR inspections, internal evaluations, and audit recommendations. ¿ Maintain and oversee the Master Tracking Sheet (MTS) and ensure future integration into the asset management system for program-wide transparency. ¿ Chair the Feasibility Review Assessment Action Committee (FRAAC) to prioritize projects based on safety, structural condition, and engineering judgment. ¿ Direct and Oversee Engineer II/III, consultants, contractors, and in-house bridge crew assigned to bridge assessments, deficiency evaluations, design, and repair activities. ¿ Prepare and review Bridge Maintenance and Repair contracts, contract amendments, and coordinate delivery orders, change orders, invoice tracking, and tracking of in-house bridge repair work. ¿ Attend project walk-throughs to ensure compliance with construction standards. ¿ Communicate with State and County agencies as needed to address utility conflicts or coordinate projects. ¿ Serve as division representative/liaison with FDOT, various consultants, contractors, and vendors, schedule and attend meetings, and coordinate outsourcing efforts on bridge program matters. ¿ Coordinate preparation of quarterly and annual reports to derive performance trends and for audit purposes. Provide program updates and technical reports to stakeholders. Prepare presentations and participate in public meetings as division representative as assigned. ¿ Coordinate timely evaluation and response to internal/external customer inquiries. ¿ Responsible for maintaining procedures, databases, section reports, records, inventories, and county trades information. ¿ Assists staff with engineering calculations and sketches pertaining to the operations, maintenance, and retrofit of bridges. ¿ Responsible for providing detailed cost comparisons to management to make cost-effective decisions and track expenditures. ¿ Review, evaluate and implement plans for emergency management and participate in emergency work resulting from hurricanes, inclement weather, sinkholes, or other unforeseen emergencies. Supervise, manage, and guide staff in their assigned emergency duties. ¿ Responsible for counseling, discipline, and training of assigned employees. Manage performance evaluations and provide timely feedback on employee performance issues. ¿ Participate in emergency operations (flooding, hurricanes, or other infrastructure emergencies), as required, including preparation, response and recovery efforts. ¿ Performs other related duties as required.
Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering, Business Management, Construction Management, or closely related science and engineering field, and five (5) years of experience in civil engineering, project management, database analysis, and/or engineering design, inspection, construction and maintenance of bridges, roadways and stormwater structures; or an equivalent combination of education and experience may be substituted on a year for year basis. Must possess and maintain a valid Florida driver's license.
Preferences: A Florida Professional Engineer (PE) license and Project Management Professional (PMP) certification are highly desirable. Strong leadership, organizational, and communication skills. Experience with bridge maintenance, rehabilitation, and replacement programs. Experience with planning, budgeting, procurement, and management of multiple concurrent projects with strict schedules and budgets. Familiarity with FDOT bridge inspection reports (CIDR), sufficiency ratings, and condition state ratings. Knowledge of the National Bridge Inventory System (NBI), Florida Department of Transportation (FDOT), Florida Department of Environmental Protection (FDEP), Federal Highway Administration (FHWA), and Occupational Health & Safety Administration (OSHA) specifications related to infrastructure development, operations, and maintenance activities. Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook); Familiarity with GIS, CAD, and asset management systems. Knowledge of contract specifications, management of staff, preparing quantities from drawings, and a working understanding of infrastructure budget preparation and management. Application Deadline
