INTRODUCTION:

The Social Services Director is responsible for overseeing the planning, development, implementation, and evaluation of social service programs for the Spokane Tribe of Indians. This position provides strategic leadership to ensure the delivery of high-quality, culturally competent services to tribal members and the broader community. The Social Services Director reports directly to the Executive Director of the Spokane Tribe of Indians and collaborates with tribal leadership, healthcare professionals, external partners, and stakeholders to meet the needs of tribal members who are served by the Social Services Department.

MAJOR DUTIES AND RESPONSIBILITIES:

Develop, implement, and manage social service programs that address the unique needs of the tribal community. Coordinate with relevant stakeholders to ensure the effectiveness and sustainability of social service initiatives. Prepare and present a variety of periodic and special reports of both a professional and administrative nature. Develop and monitor short and long-range budget plans that accurately reflect program needs. as well as manages program budget/fiscal responsibilities. Identify the need for and develop proposed changes in current program practices, policies and procedures. Participate in Tribal, County. State and Federal meetings relevant to social services programs Build and maintain relationships with tribal leaders, community members, and local organizations to assess social service priorities and concerns. Facilitate community involvement in the planning and implementation of social service programs. Analyze, evaluate and develop specialized social service programs and become knowledgeable of grants and contracts associated with all services provided in the Social Services Department. Provide professional consultation and program leadership techniques, methods and procedures of program area and administrative functions. Communicate effectively in both oral and written forms; expressing complex and technical terminology and concepts in an understandable manner. Integrate and maintain a teamwork atmosphere within the department and all related Tribal programs. May require travel as it relates to ongoing training and/or engaging in stakeholder meetings as needed to represent the Tribe's interests in areas related to social services. Develop and implement emergency preparedness plans for social services-related crises within the tribal community. Collaborate with relevant agencies to ensure a coordinated response during emergencies. Collect and analyze health data specific to the tribal community to inform program development and improvement. Conduct evaluations of social services programs and use data for evidence-based decision-making. Direct supervision and budget oversight of all social services programs Ensure all social service program policies and procedures are current at all times and HR policies followed around staff evaluations and disciplinary procedures KNOWLEDGE AND SKILLS AND ABILITIES REQUIRED FOR POSITION:

Leadership ability to lead a complex department Knowledge and mastery of statutory, legal, regulatory and contractual requirements related to Social Services, the Spokane Tribe, and its large network of community service providers Knowledge of principles and methods of organization, management and financial management, & Tribal Health management Knowledge and experience with budget development, and management of complex large budgets Knowledge of human resources laws and regulations, policy and procedure oversight Ability to lead and motivate a diverse multidisciplinary staff in accomplishing complex work Knowledge of social services quality improvement principles and methodologies. Experience working with social services delivery systems, quality improvement, and developing and implementing new programs. Experience effectively handling crisis intervention situations. Understanding of grants and contracts through the federal government or other agencies. Experience working with tribal communities and understanding of tribal sovereignty and governance structures. MINIMUM QUALIFICATIONS:

A Bachelor's degree from an accredited college or university is required in social work, public health administration, healthcare administration or related field, (or) at least (10) years of successful executive experience managing a tribal division in a related social services P.H.A. field, brand or government entity reporting to a Board, Council or Commission. Minimum of 5 years of progressive successful leadership/supervisory experience in social services/healthcare administration, with at least 3 years of experience working in tribal or indigenous health settings. Must have at least 5 years of successful supervisory experience Demonstrated experience managing social services/healthcare programs, budgets, and personnel in a complex organizational environment. Must have valid driver's license and be insurable under the Tribal Vehicle Insurance Policy. PREFERRED QUALIFICATIONS:

Master's degree in social work, public health administration, healthcare administration, or a related field is preferred Licensed Independent Clinical Social Worker, (LICSW) license in WA Knowledge and oversight of Department of Child and Youth Services (DCYF) Knowledge and oversight of Family Violence Knowledge of Tribal Elder's programs and Food Distribution systems.
