Position Overview:

PACO Group (PACO) is seeking a

Junior Safety Manager

to assist in implementing and monitoring safety programs on major public transportation and infrastructure projects. The

Junior Safety Manager

will work closely with senior safety staff and project leadership to ensure all construction activities comply with OSHA regulations, client standards, and industry best practices. This role provides an excellent opportunity for early-career professionals to gain hands-on experience supporting safety oversight for projects with agencies such as the Port Authority of NY & NJ (PANYNJ), MTA, NJ Transit, Amtrak, DDC, and other New York and New Jersey public owners.

Key Responsibilities and Duties:

Assist in the development, implementation, and enforcement of site-specific safety policies and procedures. Conduct field safety inspections and audits under supervision to identify potential hazards and verify compliance with OSHA and agency requirements. Support daily safety briefings, toolbox talks, and training sessions for field personnel, subcontractors, and visitors. Observe and report unsafe acts or conditions, helping to initiate corrective actions in coordination with project supervisors. Participate in the investigation of incidents and near misses, assisting with documentation, root-cause analysis, and corrective recommendations. Maintain accurate safety documentation including inspection reports, training records, and incident logs. Collaborate with construction management staff to address safety issues and promote a strong safety culture across all project teams. Assist in preparing weekly and monthly safety reports, contributing to overall project performance tracking. Support emergency preparedness activities, including drills, evacuation planning, and response coordination. Stay current with changes in safety standards, agency requirements, and applicable local, state, and federal regulations. Required Qualifications:

Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related discipline. 0-5 years of experience in construction safety or safety management. Working knowledge of OSHA regulations, construction safety standards, and best practices. Strong communication and organizational skills with the ability to work collaboratively in active construction environments. Preferred Qualifications:

Demonstrated experience working in the transportation, infrastructure, or public-works environment-including transit, roadway, bridge, tunnel, aviation, marine, port, or facility programs-is strongly preferred. Field experience supporting construction safety programs on public agency projects, including work with MTA, PANYNJ, NJ Transit, DDC, SCA, or Amtrak. Knowledge of incident investigation procedures, risk assessments, and corrective action tracking. Possession of relevant certifications such as OSHA 30-Hour, CHST, ASP, or equivalent. Demonstrated interest in advancing within the safety management profession. Skills and Competencies:

Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, SharePoint, Teams) and basic familiarity with safety management software/tools. Strong attention to detail and a proactive attitude toward identifying and mitigating potential risks. Effective interpersonal and communication skills to engage with field staff, contractors, and management. Ability to interpret safety regulations and translate them into practical on-site actions. Professional demeanor with the ability to balance learning and accountability in a fast-paced environment. Commitment to fostering a culture of safety, teamwork, and continuous improvement. Work Environment and Schedule:

Ability to handle field assignments and travel between job sites as required within the New York/New Jersey area. Full-time position with hybrid or on-site options depending on project assignment. Occasional travel may be required for meetings, site visits, or team coordination sessions. Work may involve engagement with clients and subcontractors across multiple facilities or regions. Compensation:

The good-faith salary range for this position is

$35-$45 per hour , depending on experience, qualifications and client requirements. Candidates with greater depth of experience or specialized expertise may fall toward the higher end of the range, and exceptional candidates may be considered for compensation outside of this range, consistent with client budget and company policy.
