Leidos is seeking a
Project Staffing Strategy Lead
to join our Capture Operations and Excellence team, focusing on proposal efforts within the FEDSIM Center of Excellence (CoE). This position is vital for devising staffing strategies for significant corporate and sector FEDSIM opportunities, which can range from $300 million to over $1 billion in total contract value. As the PSR Lead, you will develop a detailed staffing plan and articulate the project staffing rationale, ensuring it aligns with technical solutions and meets customer requirements. Collaboration with technical experts, pricing leads, Capture Managers, Proposal Managers, and other volume leads will be key in crafting a strong, data-driven staffing strategy that addresses technical, management, and performance requirements. Operating within an Agile framework, you will continuously refine proposal content through weekly planning sprints, utilizing early government insights from RFIs, market discussions, and previous proposals. You will also integrate industry feedback and best practices to enhance staffing strategies. This role will also involve leading the planning and execution of Key Personnel. While this position offers remote work flexibility, occasional travel to Leidos offices in Reston, VA, and the Washington, DC metro area may be necessary for solutioning and executing live proposal opportunities. Key Responsibilities Lead the creation and delivery of the Project Staffing Rationale, integrating insights from the solicitation and staffing plans. Analyze government documents (RFIs, MADs, PWS, eRRs, RFPs) to develop compliant staffing justifications with Task Area Leads. Ensure staffing strategies align with technical solutions and fulfill government requirements. Apply Leidos CoE guidelines (SOPs) to ensure high-quality proposal content. Utilize Agile methodologies to iteratively enhance content and develop a clear staffing strategy. Support the development of visual content to enhance the staffing section. Mentor and guide team members in the staffing rationale process. Required Qualifications Bachelor's degree in communications, technology, business, or related field with 12+ years of experience (or 16+ years without a degree). 5+ years of experience in supporting IT program delivery for Defense, Intelligence Community, and Federal Civilian clients. 3+ years of proposal development experience, including 2+ years with GSA FEDSIM solicitations. Strong leadership and communication skills for cross-collaboration. Proficient in engaging stakeholders to gather information and build relationships. Exceptional writing skills with a knack for translating complex ideas into clear, compelling proposal content. Able to manage multiple priorities in a fast-paced environment. Available to work onsite during critical proposal phases, including evenings and weekends as needed. US Citizen with the ability to obtain a Secret security clearance. Desired Qualifications Volume Lead experience on 2+ winning FEDSIM proposals in the last five years. Experience writing staffing proposals and rationales for FEDSIM contracts within the last five years. Experience in developing/leading basis of estimates (BOEs) for program execution.
