Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Reviews and approves construction plans and documents, for additions and other residential projects, in accordance with state and county codes and ordinances, also performs structural engineering calculations on floor, roof, and wall components to verify code conformance. Provides technical interpretations and evaluates construction documents in accordance with the Virginia Uniform Statewide Building Code, International Codes, Fairfax County Code, other applicable codes and departmental policies. Communicates development regulations to contractors, builders, engineers, other governmental agencies and citizens.

Position may be underfilled as an Engineering Technician II; the underfill requirements are stated below in the Employment Standards section. Illustrative Duties

Performs advanced engineering technical support work in plan and permit review and acceptance and other engineering technical support programs for compliance and industry requirements under limited supervision; Reviews and marks-up plans and plats through various preliminary and pre-final submissions from design and project managers, using both electronic and manual mark-up methods; Independently develops and presents recommended course of actions to resolve project issues, non-compliance and mediates sensitive complaints; Responds to citizen inquiries and requests for work through site investigation, review of records and plans, research of prior complaints to determine program levels of service and recommends agency actions; Required Knowledge Skills and Abilities

Thorough knowledge in the practical application of engineering science and technology to include applying principles, techniques, procedures, and equipment to the design, maintenance, or production of approved plans, permits or construction and maintenance of structures, facilities or equipment; Thorough knowledge of county, state and federal laws, codes and regulations pertaining to the appropriate technical field; Thorough knowledge of the methods and equipment used in engineering construction and inspection methods; Ability to maintain effective work relationships and work in a team environment; Ability to communicate effectively, orally and in writing. UNDERFILL REQUIREMENTS: This vacancy may be underfilled at the level of Engineering Technician II (S19, $54,330.43- $90,550.51Annually). The employment standards for the Engineering Technician II are:

Any combination of education, experience, and training equivalent to high school graduation or a G.E.D. issued by a state department of education; plus, three years of engineering technical support work. Upon completion of an underfill agreement the employee will be elevated to the level of Engineering Technician III.

NECESSARY SPECIAL REQUIREMENTS: The appointee of this position will be required to complete a criminal background check to the satisfaction of the employer. PREFERRED QUALIFICATIONS: One year of experience in the application of the VA Uniform Statewide Building Code. Two years of experience in related construction field. Three years of experience in customer service. Experience in reviewing residential and commercial plans PHYSICAL REQUIREMENTS: Position is sedentary with the ability to operate computer driven equipment.
