JOB SUMMARY
Located in the nation's capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. The Office enforces the laws of the District, defends and provides legal advice to the District's government agencies and promotes and protects the interest of the District's residents. This position is located within the Information Technology Section of the Immediate Office Division.
The Immediate Office sets the direction for the Office of the Attorney General (OAG). It is responsible for establishing the policy priorities that the organization pursues and ensuring that the OAG consistently provides high quality legal services to the District agencies the OAG supports. OAG's Ethics and Compliance Counsel is a member of the Immediate Office, and the office also manages community relations and communications for the OAG.
The incumbent uses judgment, initiative, and resourcefulness to deviate from established methods while modifying and refining the broad guidelines to resolve specific, complex, and intricate IT issues and problems. The incumbent will research diverse IT trends and patterns. Develop new methods and criteria and propose new policies and procedures to OAG management.
DUTIES AND RESPONSIBILITIES
The incumbent architects, plans, designs, develops, manages, and enhances infrastructure and systems responsive to OAG business requirements, including efficiently using available resources. Leads projects and serves as the technical Subject Matter Expert (SME) in architecting, designing, documenting, developing, modifying, testing, installing, implementing, and supporting new and existing systems for OAG. The incumbent in this position will be responsible for the following to include but not limited to:
Providing technical and project management expertise in the formulation and development of new information systems by conducting requirement studies, developing technical specifications, and monitoring system developments. Conducting cost-benefit analyses and total cost of ownership and capacity studies. Ensuring the installation, maintenance, and porting of systems and approves appropriate testing of new or modified systems. Directs systems designers, engineers, and programmers in the use of systems and utilities related to infrastructure. Establishing and developing cloud and premise-based platforms, systems, and infrastructure. Interpreting and ensuring compliance with the relevant Office of the Chief Technology Officer (OCTO) for the District of Columbia and OAG security policies and practices. Ensuring the maintenance of user accounts, OAG-level services, identity directory services, vulnerability assessments, system updates. Developing contingency plans to ensure continuous availability and accessibility of resources in emergencies, incorporating advances in systems, architecture, and other technologies. Coordinating with internal and external OAG, District, and other government users to ensure the implementation of OAG infrastructure. Ensuring all guidance and work products comply with OAG IT security requirements. QUALIFICATIONS AND EDUCATION
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Individuals must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers.
3. Oral Communication - Expresses information to individuals or groups effectively.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.
Examples of specialized experience are:
analyzing information needs, functional requirements and business requirements; analyzing processes to the planning, design, and implementation of new and improved information systems; or similar IT work.

Will be negotiable up to $129,000 annually based on available funding for this position.
Tour of Duty:

A hybrid remote telework/in-office schedule option may be available.

EMPLOYMENT BENEFITS:

RESIDENCY PREFERENCE:
A person applying for a position in the Career Service, Education Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than in the Senior Executive Attorney Service (SEAS), or an attorney in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District residents' applications, unless the person declines the preference points.
