Position Summary

The Human Resources Manager assists the HR Deputy Director and HR Director in the day-to-day operations, planning, developing, implementation and leadership of human resources functions and programs. Primary responsibilities consist of first-line management and oversight of compensation and classification analysis, recruitment and retention initiatives, budget management, position management, statistical reporting, employee program design, employee and labor relations, review and development of policies and procedures, and other general HR operational practices. Education, Training, Experience, Certifications, Licenses and Registrations Education / higher education: Bachelor's Degree

For required college degrees, applicable field(s) of study: Business, general management, human resources or related discipline.

Minimum number of years of directly related experience: Five (5) years of related experience, one (1) of which must have been in a supervisory capacity.

Education and/or experience preferences: Experience in a full-service, public sector human resources department.

Driver's License requirement: Infrequent Driver -- Regular Driver's License Required Endorsements: None

Preferred certifications, licenses or registrations: PHR/SPHR/SHRM-CP/SHRM-SCP preferred. Knowledge, Skills and Abilities Knowledge: Principles and practices of public HR administration including compensation and classification management; HR compliance and auditing pertaining to applicable federal, state and local laws and regulations; development and delivery of employee training programs, supervisory techniques and leadership principles; budget management; risk management; employee relations including just cause/progressive discipline; labor relations; investigative techniques; recruitment best practices; safety practices and procedures including OSHA; substance abuse testing and administration; benefits administration; personnel record management, as well as local government organization and functions.

Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets; strong verbal and email communication skills; perform data entry as necessary to accomplish essential functions; HRIS and recruitment systems; analytical skills and tools capabilities (e.g. intermediate or advanced Excel, Data Base Management, Report Writing, Word).

Abilities: To assist with running the day to day operations of the HR Department; select, instruct, supervise and evaluate employees; analyze and appraise facts and precedents; organize, evaluate and present information in verbal and written form; enforce policies and procedures consistently; effectively conduct internal investigations; work effectively with bargaining unit representatives and vendors, develop training content and deliver training to employees; understand and evaluate policy and contracts; prioritize work to meet goals and objectives within acceptable time frames; process and evaluate sensitive and confidential information; exercise initiative, independent judgment and problem solving, discretion, and diplomatic collaboration; maintain the confidence and cooperation of others and favorable relations with applicants, employees, elected officials and the general public.

Interaction with Groups/Agencies/Entities: Works with department staff, and all City staff including supervisors, managers, bargaining unit representatives, and vendors. Responds to internal and external requests for employee information. Presents a friendly and courteous image for the city with job applicants, the general public, employees, and public officials.

Essential Functions

The following functions are typical for this position. The omission of specific functions does not exclude them if the work is similar, related or a logical assignment for this position. Other duties may be required and assigned.

Manages assigned HR operations and supervises staff. Interpret, apply and ensure compliance with applicable State, Federal and local laws, rules policies and regulations. Oversee interpretation and administration of personnel policies and assist other departments with policy development. Assists Deputy Director with the preparation of the HR department budget and monitors department purchasing. Provides high level management support and advisory services to personnel in matters pertaining to recruitment, retention, payroll transactions, compensation and classification plans, employee relations, labor relations and policy compliance. Oversees the department's recruitment, onboarding, and retention processes to include analyzing trends, implementing changes, managing short and long-term initiatives, and enforcing compliance. Evaluates, analyzes and investigates a variety of employee issues/complaints; research information; prepare report findings; and makes recommendations on findings to mitigate potential liability. Assists in preparing responses to grievances and other formal or information disputes; provides guidance to others regarding de-escalation and mediation techniques. Conducts and provides guidance to management about conducting employment investigations. Maintains filing and tracking system for employee records. May serve on a management team or as an advisor for labor negotiations; gather and compile data and provide information as needed. Assists with administering employee recognition and appreciation programs. Oversees the facilitation of regular screening and compliance with the City's substance abuse, recruitment, and driving policies. Prepares and presents recurring and other administrative reports. Remains current with industry employment programs and practices to ensure the use of best practices. Selects, trains, motivates and evaluates assigned staff and addresses deficiencies. Manages and coordinates special HR projects and other programs impacting City personnel. Responds to general inquiries by interpreting City of Rio Rancho Personnel Policies and Work Rules, collective bargaining agreements, Administrative Policies and Procedures and various other city, state and federal policies and laws. Oversees tracking and monitoring of employee Driver's license/CDL practices and compliance with other reporting and procedure obligations related to personnel. Manages the City's classification and compensation plans in accordance with City policies; assists with market research and salary studies; makes recommendations for appropriate placement of personnel and salary adjustments. Serves as back-up to all functions of subordinate positions and occasionally serves as back-up to other HR management functions. Manages the access badge system for City employees. Ensures appropriate staffing for HR office coverage during regular business hours. Develops and maintains HR process maps for assigned components of HR. Occasionally attends City and community events to support employee and organizational initiatives. Oversees the timely and effective processing of various HR transactions related to payroll, training, compliance, etc.
