GENERAL DESCRIPTIONS The Utility Worker performs a variety of semi-skilled and skilled maintenance and construction work and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of city streets, water, and sewer systems which include but are not limited to the city's wastewater treatment facility, water treatment facility, and components of the aquifer storage and recovery system. This is a safety sensitive position.

SUPERVISION RECEIVED/REVIEW OF WORK: Works under the general supervision of the department supervisor or the public works superintendent. ESSENTIAL FUNCTIONS/DUTIES & RESPONSIBILITIES

The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform. Assist with construction, cleaning, and repair of streets, storm drains, ditches, pipelines, catch basins, and other infrastructure components. Learns to and participates in repairing leaks, cutting pipe, repairing valves, tapping mains, and trunk sewer lines, and installing branch laterals. Learns to operate and operates specialized equipment such as Vactor, Rodder, and dump trucks, backhoe, road grader, street sweeper, loader, and camera to inspect, clean, construct, and maintain storm and sewer pipelines, ditches, catch basins, lateral lines, and manholes. Locates and makes sanitary sewer, and storm main lines and laterals. Identify pipe locations, breaks, illicit connections, and other problems. Performs skilled labor required for construction and maintenance projects alone, or as part of a crew. Work may include pavement cutting, excavation, pipe repair and installation, backfilling, service installation and repair, surface restoration, striping, and crack sealing. Services hydrants, valves, meters, pumps, air release valves, and other water and wastewater system requirements. Learns and participates in water and wastewater distribution system maintenance, including pipe laying, monitoring and servicing pump stations, pressure reducing valves, repairing and replacing water and wastewater lines, installing water mains, replacing fire hydrants, and repairing water and wastewater leaks. Installs and repairs roadway signs. Learns and maintains wells and storage reservoirs, chlorination equipment, and water meters; testing, making repairs, and replacing as necessary. Responds professionally to customer inquiries and complaints. Evaluates the situation, corrects the problem, or explains the findings. Properly elevates concerns to a lead worker or the supervisor as necessary. Maintains professional public relations through courteous and prompt attention to customer inquiries and complaints. Maintains regular job attendance and adherence to working hours. Available to work on-call, and before or after normal working hours for emergency call-in. Learns and repairs water leaks and breaks on water mains, services, valves, air valves, meter devices, backflows, hydrants, and regulators. Overhauls and maintains water valves. May collect water samples for testing. Participates in installation of new water and wastewater services including domestic, fire protection, residential, commercial and industrial facilities. Disinfects and tests water mains or other appurtenances to ensure water safety. Professionally contacts residents and business owners in the area where services will be interrupted and explains when services will be shut off, how soon service will be restored, or when repairs will be completed. Drives vehicles of various sizes and weights such as pickups, vacuum excavation equipment, dump trucks, sweepers, backhoes, loaders, and other equipment. May be assigned additional and temporary duties including but not limited to street sweeping, plowing, and sanding. Performs routine inspection and preventative maintenance on assigned equipment and tools and refers defects or deeded repairs to supervisor. Cleans equipment. Determines the locations of other utilities prior to excavation. Performs utility locates for external customers as assigned. Takes, executes, and completes service orders. Performs all duties in conformance to appropriate safety and security standards and best practices. Represents the City of Prineville by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor regarding everyone, internally and externally, as a customer and delivering the best service possible in a respectful and patient manner. Operates equipment, and vehicles in a safe and legal manner. Continued pursuit of certifications and licensure related to improvement in job performance and professional growth. Other duties as assigned. QUALIFICATIONS & REQUIREMENTS

EDUCATION AND EXPERIENCE:

High School Diploma or GED Two (2) years general maintenance, repair, or construction experience in street right-of-way, public works facilities, utility systems, and public improvements. Preference will be given to experience in specific areas of assignment. Any combination of experience and education or training that demonstrates possession of the knowledge, skills, and abilities listed, and ability to perform the essential functions of the job. KNOWLEDGE, SKILLS AND ABILITIES:

Basic knowledge of the methods and techniques of general construction, maintenance and repair as it relates to public works. Basic knowledge of inspection, servicing, repairs, and replacement methods used in water distribution systems, storm drains, and sanitary sewer systems. Knowledge of and skills in using equipment and tools used in the maintenance and repair as assigned public works systems including but not limited to hand and power tools, and light duty machinery. Ability to read and understand oral and written instructions, diagrams, maps, plans, and blueprints. Ability to work cohesively as a contributing member of a team, work productively and cooperatively with other teams and external customers, and convey a positive image of the City of Prineville. Ability to accept and participate in on-call assignments which may be outside of regular work hours. Ability to perform mathematical equations. Ability to recognize potential problems and take appropriate corrective action. SPECIAL REQUIREMENTS AND CERTIFICATIONS:

Possession of a valid class A Oregon Commercial Driver's License (CDL) with the appropriate endorsements and satisfactory driving record is preferred. Class B with the ability to obtain class A is required. Forklift Certification, preferred. Ability to obtain within 12 months of hire, required. Traffic Control Certification, preferred. Ability to obtain within 12 months of hire, required. State Certifications in Water, Wastewater, Distribution, Treatment, Collections, preferred. Ability to obtain, required. CESCL Certification, Road Scholar Certification, Pesticide Applicator's License, preferred. Ability to obtain, required. Must be able to pass a criminal record and background investigation. Must pass required drug, vision, and medical screenings as mandated by regulatory entities and/or the City's policies. The individual shall not pose a direct threat to the health or safety of the individual or others in the workplace.

SUPERVISION/LEAD WORK EXERCISED

This is a non-supervisory position. Lead work/coordination of the work of others is not a typical function assigned to this position.
