Prevailing Wage & Labor Compliance Specialist

role focuses on ensuring labor compliance across multiple prevailing wage projects, with heavy subcontractor coordination and internal communication. The position calls for someone assertive enough to hold vendors accountable while maintaining clear, professional communication with internal teams. Attention to detail, persistence, and an understanding of compliance reporting are key.

Responsibilities: Self-Performing Work

Oversee all self-performing construction work for labor compliance. Coordinate with field operations to confirm staffing per project and labor mapping. Ensure correct federal or state prevailing wage rates are used. Process prevailing wage payroll accurately and on schedule. Monitor apprentice hour requirements; identify and communicate any shortfalls proactively. Submit payroll and compliance reports as required using client-approved tools and formats.

Subcontractor Management

Maintain weekly communication with subcontractors to confirm submission of required labor compliance documentation. Identify and resolve reporting deficiencies promptly. Track and ensure all subcontractor prevailing wage and apprenticeship requirements are met. Maintain strong, direct communication with subcontractors-firm but professional.

Project Compliance Oversight

Run weekly compliance reports for internal and subcontractor work. Confirm all labor reporting is current and accurate. Monitor all prevailing wage projects for correct rate usage and proper apprentice ratios. Communicate compliance updates and reporting summaries to internal teams and leadership. Develop tracking systems for executive visibility into compliance status and risk.

Internal Payroll Coordination

Partner with internal payroll staff to confirm accurate wage classifications and rates for all prevailing wage projects. Verify payroll data aligns with certified payroll requirements before submission. Communicate any discrepancies or rate adjustments promptly to avoid compliance issues. Support payroll in preparing certified reports and ensuring all documentation meets audit standards. Facilitate information flow between payroll, field operations, and project management to maintain accurate reporting. Other duties as required.

Qualifications:

Bachelor of Accounting, Business Administration, Finance or Human Resources. Also willing to accept the equivalent amount of experience. 5+ years of experience in prevailing wage, labor compliance, or payroll reporting (construction industry preferred). Working knowledge of SAM.gov and/or DIR wage determinations. Strong organizational and follow-up skills; able to manage multiple projects simultaneously. Skilled communicator who can assert expectations with vendors while maintaining positive working relationships. Team:

Work Location:

This is a hybrid part-time (targeting 25-30hrs a week) role that can sit out of our Ontario, CA, office. The expectation is that you are in the office when working.
