Overview:

The GBS Group, an engineering services and consulting firm in Virginia Beach, VA, has an opening for a Contract Administrator. The GBS Group is a commercial and government engineering services firm with a variety of contract types. Our Headquarters is located within 10 miles of the Virginia Beach resort area and downtown Norfolk's Waterside District and includes a 24x7 Operational Support Center monitoring all client installations in North America as well as a world class lab with configurations of all client hardware and software systems.

Responsibilities will include (but are not limited to):

Assists in partner and vendor contracts negotiation and administration from drafting, revising, negotiating, dispute resolution, contract kick off and close out; assists in soliciting bids to procure a variety of required goods and services and negotiates and administers contracts/termination procedures to prepare the foundation for developing good relationships are maintained with partners, vendors, customers and critical suppliers, consultants in meeting corporate goals. Assists in the development of proposals to include but not limited to reviewing RFPs/RFQs for determination of capacity to fully comply with the RFP, coordinate with Operations, Finance and Proposal Support POCs to ensure that intermittent milestones and deliverables throughout the proposal development process are met; issue correspondences to subcontract team members, conduct price analysis on vendor and/or subcontractor rates and prices compliance. Negotiate terms and conditions, analyses of price and creation of the subcontract documentation. Responsible for monitoring subcontractor performance, including the management of the deliverables and payment of invoices; review subcontract invoices for accuracy, availability of funding and in accordance with the purchase order terms and conditions. Monitor subcontractor funding and period of performance and update spreadsheets; data entry of purchase orders into the accounting system and various spreadsheets. Prepare the solicitation document for complex acquisitions to include statements of work, terms and conditions or flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as appropriate for the procurement. Keep fully informed on all contracts & subcontracts standards, plans and policies; assist in the creation of new contracts & subcontract templates and forms where necessary and update procedures. Ensure that the contracts/subcontract are in accordance with legal requirements, customer specifications and client regulations; consults with technical staff, and resolves matters of disagreement between the company and potential subcontractors or prime contractors. Develop and maintain contract and subcontract administration files. Obtain and tracks subcontractor Certificates of Insurance and review for compliance with client insurance requirements. Performs contracts and subcontracts closeout. Qualifications:

Candidates for this position must possess the following professional experience and

qualifications:

Bachelor's Degree in Business Administration, Finance, Accounting, or similar field. Must have at least 5 years of experience in commercial contracts management with and understanding of the various contract types to include Fixed price contracts, cost type contracts, time and materials contracts. Negotiating Non-disclosure Agreements, Teaming Agreements, change orders, CFRs, Request for Equitable Adjustment (REA) Writing and negotiating Subcontracts. Administering Change Orders, Contract awards and Close Outs; Invoice milestone schedules and favorable payment terms Must be able to obtain and maintain a Secret Clearance. Position may require some travel. The candidate should be familiar with the following:

The Truth in Negotiations Act Contractor purchasing system review (CPSR) requirements. Cost and price analysis Intellectual property matters to ensure adequate company protection. Assessing & documenting Organizational Conflicts of Interest IAW FAR 9.5 Drafting, negotiating reseller agreements Desired Characteristics:

Knowledge of and experience with application of the FAR and agency supplements to contracts administration; application of commercial contracts management principles. Knowledge of various contract types, relevant terms and conditions and policies governing assigned contracts to include proficient knowledge of negotiation techniques. Experience with international contracting is a major plus but not a necessity. Experience with engineering procurement and manufacturing contracting. Ability to operate independently as well as with the team with an ownership approach to all work assignments. Unrelenting commitment to providing exceptional internal and external customer service skills. Ability to work well in a collaborative business environment with peers within the subcontracts and contracts group as well as business developers and project teams. Strong organizational and analytical skills with the ability to manage multiple competing priorities while applying attention to detail and applying creative problem-solving skills. Excellent verbal and written communication skills and negotiation abilities. Self-directed, flexible and a willingness to do what needs to be done in a small business environment.
