Summary
Under administrative direction, the Economic Development Administrator directs, manages, supervises, develops, and coordinates the activities of the City's Manager's Office of Economic Development; and performs related duties as assigned. Essential Functions

Essential duties and responsibilities may include, but are not limited to the following: • Lead the day-to-day administrative functions for the City Manager's Office of Economic Development, including the supervision of staff, development and coordination of special projects/programs, and serving as the primary representative on the City Manager's behalf, relating to economic development activities. • Assume full management responsibility for all Economic Development services, programs, and activities for the City's business and economic development interests; develop business attraction strategies and coordinate citywide business attraction and retention efforts; work with site selectors, commercial real estate interests, developers, and small businesses to promote business investment opportunities; develop and implement marketing programs for business attraction and tourism. • Represents the City at economic development conferences and negotiates with potential businesses and developers. • Facilitates and promotes real estate development opportunities at the Southern California Logistics Airport. • Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. • Prepare correspondence, staff reports, tracking logs, worksheets, and other documents. • Direct the City's Housing activities; approves expenditures for housing programs and grants; reviews and executes housing-related documents, including staff reports, re-conveyances and other housing or grant items; stays informed of the status of annual CDBG grant cycle process and progress. • Manage the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Permanent Local Housing Allocation (PLHA) annual grants; ensures project compliance with grant or permit regulations. • Manage, organize, and supervise the development and implementation of policies and procedures for various housing grant and loan programs through a variety of funding sources; develops benchmarks and evaluation policies and procedures for the monitoring of such programs, makes recommendations, and takes corrective action as necessary; ensures proper marketing of such programs. • Manage the budgeting, reporting, and compliance of Successor Agency responsibilities of the City and its affiliated entities. • Manage, supervise, and perform routine tasks related to the administration of special funds, programs and projects, which may include grant seeking and writing, property acquisition, property disposition and management, relocation, demolition, project and program development and negotiation, analyzes proposals and recommendations thereof. • May negotiate selling or purchasing prices; negotiate listing agreements for the terms of sale or acquisition. • Review and manage real estate-related contracts for the City and its affiliated entities. • Direct the Homelessness Solutions activities; provides guidance and problem-solving to the Homelessness Solutions Manager; approves expenditures for associated programs and grants; reviews and executes documents, including staff reports, statistical reports, and summaries highlighting progress for the Wellness Center. • Develop and implement strategic plans to address homelessness in alignment with organizational goals and community needs. • Provide training to staff, consultants and residents. • Respond to residents/client inquiries. • Research information and/or provides direction to the appropriate City department for assistance. • Supervise subordinate staff; set work priorities, create work schedules, provide training, conduct performance evaluations, and recommend commendation or discipline of employees. • Be highly organized with an attention to detail, ability to meet or exceed deadlines, and with a commitment to rigor and excellent work product. • Maintain confidentiality of work-related issues and City information. • Perform other duties as required or assigned. Minimum Qualifications
Education, Training and Experience Guidelines: Bachelor's degree in Public or Business Administration or a closely related field AND five years of increasingly responsible economic development experience, preferably with a municipal agency, INCLUDING three years of supervisory or management experience.
LICENSE AND CERTIFICATION REQUIREMENTS: Must possess a valid California class "C" driver's license upon hire and maintain throughout the length of employment with the City of Victorville. The City reasonably expects driving to be one (1) of the job functions for the position, and the City reasonably believes that using an alternative form of transportation would not be comparable in travel time or cost to the City Other Duties: Performs other duties of a similar nature and level as assigned.

Work is performed in an office environment and in close proximity to other workers. Incumbent shall be exposed to those conditions normally encountered in a business office environment. Physical demands are light, consisting primarily of sitting, standing, and walking. May be required to lift and carry items weighing up to 50 pounds. Incumbent must be able to see and hear in the normal range with or without correction and communicate verbally and in written form with great facility and must be able to be understood. Employee-paid benefit provides 60% of salary after seven-day waiting period, up to a maximum $1,600 weekly benefit.
