PRIMARY PURPOSE: Support the effective implementation of bilingual and ESL instruction for grades PreK-12. Coach and support Bilingual/ESL teachers in applying second language acquisition strategies to help Emergent Bilingual students (EBs) and immigrant students achieve English proficiency and meet state academic standards. Implement innovative, research-based instructional programs and collaborate with campus leadership to enhance dual-language instruction and biliteracy development. QUALIFICATIONS: Education/Certification:
Master's degree in Educational Administration, Curriculum and Instruction, or Teaching from an accredited college or university (completed or actively in progress) Principal's certification (preferred) Knowledge of T-TESS Dimension and Domain Bilingual/ESL certification with a strong background in bilingual education Full academic proficiency in both
English and Spanish

MAJOR RESPONSIBILITIES AND DUTIES: Instructional Management
Coordinate with the Bilingual and ESL Languages Department Director to provide strategic and ongoing support for Bilingual/ESL/ESOL teachers and instructional aides at each campus. Coordinate the initiation and implementation of new programs within assigned divisions of the department, applying research findings to develop and refine program guidelines and procedures. Provide leadership in assessing needs and establishing measurable objectives for assigned programs, divisions, or units. Ensure Emergent Bilingual (EB) students in bilingual programs receive appropriate instruction in both languages across all content areas, as required by the specific bilingual program model implemented in the district. Utilize multiple student assessment measures to inform instructional intervention strategies and accelerated instructional placement. Coordinate with counselors to ensure that English Learners (EBs) are scheduled with the appropriate certified teachers in alignment with their academic needs. Work collaboratively with campus teams to form study groups that review current literature and identify significant research related to second language acquisition programs and curricula. Serve as a resource for teachers in content areas and in the use of Academics in the Second Language program materials, texts, and software. Collaborate with campus teams and university partners to recruit and enroll teachers in Bilingual/ESL/ESOL certification programs. Assist in the planning and implementation of Teacher Summer Institutes, as applicable. Assist in the development and maintenance of a system for the continuous formal evaluation of assigned divisions or units, focusing on their impact on the overall program. Prepare and disseminate information about program services to school personnel, public and private agencies, the community, and professional organizations. Help develop and maintain a system for collecting data for audit purposes and to support program development and the use of materials and equipment. Support the Curriculum Department with major district wide staff development initiatives, conferences, and other instructional endeavors, including assigned curriculum areas. Analyze data (e.g., RDAs, STAAR, local assessments, criterion-referenced and norm-referenced assessments) to ensure student needs are met and instructional support is effectively provided. Develop an action plan to improve student achievement based on various data sources; this plan should include professional development, classroom support, and administrative assistance. Ensure district compliance with all state and federal regulations and timelines related to bilingual, ESL, and foreign language programs. Maintain comprehensive records (e.g., sign-in sheets, agendas, handouts) of professional development sessions attended by teachers, parents, and administrators. Assist in completing all necessary reports for the Bilingual/ESL/ESOL and targeted instructional programs. Collaborate with the Bilingual/ESL Director to conduct surveys, focus groups, and other evaluation activities. Work collaboratively with content coordinators in the Curriculum & Instruction Department to provide resources and ensure full implementation of Bilingual and ESL/ESOL program components. Design and produce desktop publications, marketing tools, and reports to inform parents, teachers, and administrators about Bilingual Education (K-5/6) and ESL/ESOL (6/7-12) program activities and student achievement. Establish and maintain clear communication with the Bilingual/ESL/Foreign Language Director, Curriculum & Instruction team, and other relevant staff members. Perform other duties as assigned. Facilitate the improvement of working conditions to enhance overall teacher morale. Serve as a resource person, consultant, and/or counselor, as needed, including participation on the Admission, Review, and Dismissal (ARD) Committee when appropriate. Conduct instruction-focused conferences with staff in their respective roles to discuss and demonstrate strategies for improving direct services at both the supportive and instructional levels. Encourage the professional growth of individual staff members by supporting the development of their interests, talents, and leadership potential. Act as a communication bridge between campus personnel and the Bilingual, ESL, and Foreign Language Department. Serve as a liaison between Beaumont Independent School District, the Bilingual/ESL/Foreign Language Department, and community agencies, as requested. Anticipate, manage, and effectively resolve conflicts within the school or departmental environment School/Organizational Improvement
Assist with the development and implementation of new facets within existing programs and/or pilot studies. Support the formulation and writing of program and grant proposals. Plan, implement, and conduct appropriate staff development activities for assigned personnel. Contribute to the recommendation and development of sound policies aimed at program improvement
Personnel Management
Assist in recruiting, interviewing, screening, and making employment recommendations for professional and paraprofessional staff. Assist in evaluating the professional competencies and overall effectiveness of assigned personnel, including making recommendations for continued employment or dismissal. Collaborate with building administrators and other appropriate personnel to determine the assignment of professional and paraprofessional staff. Supervise assigned personnel by: a. Conducting both scheduled and unscheduled observations, evaluations, and consultations. b. Providing support to staff experiencing challenges related to performance, program implementation, or workplace relationships. c. Assisting new personnel with onboarding and acclimation as needed
Administration and Fiscal/Facilities Management
Assist the Bilingual, ESL, and Foreign Languages Director in ensuring Texas Education Agency (TEA) mandates are clearly understood and effectively implemented. Disseminate information from professional organizations and conferences to school personnel to support the enhancement of student services. Respond promptly and positively to all requests for support from campus and district administrators. Coordinate departmental activities with other district offices and administrators, and provide assistance to departments as needed. Adhere to all district and departmental policies and procedures. Assist in procuring facilities, equipment, and instructional materials that best meet the needs of each program. Serve as the assessment supervisor for designated staff members. Oversee the maintenance and accuracy of all Bilingual, ESL, and Foreign Language student records, including PEIMS data

Support and promote the implementation of behavior improvement plans that enhance learning opportunities. Strengthen feedback practices by conducting conferences with parents, students, and teachers to address important issues.
School/Community Relations
Establish a system for meaningful parental involvement. Utilize school and community resources to offer comprehensive services for exceptional students. Collaborate with school, public, private, and state agencies to facilitate referrals, provide transitional services, follow formal procedures, and ensure the provision of necessary services for exceptional students. Keep personnel informed about relevant school and community resources and activities related to their programs.
