The City of Luling is seeking a

Planning Director

to lead the City’s planning efforts and guide sustainable growth and development. The Planning Director will report to the City Manager and will oversee the Planning Department, supervising GIS mapping, permitting and Code Enforcement staff, and working closely with the EDC Director and Mainstreet Director to foster economic vitality while preserving the community’s unique character. This position plays a key leadership role in implementing the City’s comprehensive plan, zoning regulations, and long-term development goals. This is a full-time, exempt position, with full city benefits. Starting pay is $72,000 annually. Qualifications: Bachelor’s degree in Urban Planning, Geography, Public Administration, or a related field (Master’s preferred). 2+ years of professional planning experience desired, with at least 2 years in a supervisory role. Experience in financial management and cost-benefit analysis. Experience with GIS software and mapping tools desired (e.g., ArcGIS). Knowledge of municipal zoning, land use laws, code enforcement, and community development. Strong communication, leadership, and project management skills. Familiarity with economic development principles and collaboration with EDCs. AICP (American Institute of Certified Planners) certification is preferred but not required, or obtained after 3 years after employment.
