NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
DOF’s Administration and Planning Division manages and oversees administrative and operational services for the agency, including the Offices of Financial Management, Purchasing and Contracts, Operational Services, and Diversity and Inclusion.
The Office of Financial Management monitors and controls the agency’s finances, manages annual expenses and capital budgets, accounts payable, travel requests, and other payments.
We are seeking a motivated and tech‑savvy Business Data Analyst to serve in the Business Systems & Analytics unit. The candidate will report to the Director of Business Systems & Analytics and will support operational efficiency by building automation solutions using SharePoint, Power Platform, and Power BI.
Duties & Responsibilities
- Collaborate with different teams to understand their needs and translate them into technical requirements.
- Contribute to the ongoing Workday conversion project, documenting current business processes for platform configuration.
- Perform end‑to‑end testing of various processes.
- Design, develop, and implement reports and workflows in Workday and create visualizations using Power BI for division managers.
- Maintain business automation projects using SharePoint, Power Automate, Power Apps, and Power BI.
- Document processes, prepare technical documentation, and provide training and support to end‑users.
- Support the Financial Management office with other special projects as assigned.
Minimum Qualifications
- Master’s degree from an accredited college in economics, finance, accounting, business, public administration, or a Juris Doctor, and at least one year of satisfactory full‑time professional experience in budget administration, accounting, economic or financial administration, methods or operations research, or related areas.
- Bachelor’s degree with three years of professional experience in the above areas.
- Associate degree with five years of experience.
- High school diploma with seven years of experience.
- Combination of education and experience equivalent to one of the above criteria.
Preferred Skills
- 1–5 years of experience in Business Analytics, with strong organization, writing, and communication skills.
- Experience gathering requirements from project teams and management.
- Proficiency in building dashboards and reports using SSRS and Power BI.
- Strong SQL skills for working with large datasets.
- Broad technology experience including application development, cloud architecture, relational/NoSQL databases, analytics, machine learning, DevOps, and monitoring.
- Experience with ERP systems such as Workday, Oracle NetSuite, or Microsoft Dynamics.

Salary
Annual base salary range: $82,056.00 – $94,364.00.
Additional Information
Eligible for the 55‑a Program and potential public service loan forgiveness. New York City residency is generally required within 90 days of appointment, but certain titles may qualify for residency in other counties.
