Job Title: Junior Accountant

Salary Range: Depending on qualifications and experience

Location: Donna, Texas

Summary:

This position is to provide a variety of accounting functions, including but not limited to reconciling and maintaining general ledger accounts, reviewing revenue and expenditure accounts for City funds, assisting in payroll functions, maintaining the general fund asset system, and tracking City grants. Other duties include maintaining filing systems; interacting with employees and citizens; providing information to grant coordinators; and other duties as required.

Essential Duties and Responsibilities:

  • Perform various municipal banking and accounting operations and budget compliance within the general ledger, accounts receivable, and accounts payable activities.
  • Prepare and maintain financial data, including recording journal entries by compiling and reviewing account activities.
  • Assist with daily, monthly, quarterly, and annual reconciliations between general and subsidiary ledgers; recommend action and prepare entries for review and posting to correct errors.
  • Prepare and submit quarterly reports as may be required or requested. Analyze and reconcile expenses, receivables, liabilities, accruals, and other balance sheet accounts.
  • Ensure accuracy in accounts receivable by reviewing and validating supporting documentation, verifying invoices and payment receipts.
  • Ensure accuracy in accounts payable, by reviewing validity of debt, invoice accuracy and timely payment.
  • Oversee escheatment process including bank related functions, research, voids, cancels, reissues, and filing.
  • Reconcile various payment platforms to subsidiary and/or general ledger and bank deposits; investigate errors and discrepancies; recommend action and prepare entries for review and posting.
  • Review and enter pending assets and retirements, work with higher level accounting staff on maintenance of fixed asset schedules and reconciliation.
  • Participate in the reconciliation of transactions, grant/special funds and financial activities to the general ledger.
  • Compile and create reports to assist management.
  • Assist with monthly closing procedures, audit requests, and preparation of statistical information.
  • Prepare entries to allocate certain expenses between departments for review and posting.
  • Participate in division and department process improvement efforts as requested.
  • Participate in ad hoc or occasional division or department-wide projects as requested.
  • Serve as backup to equal or lower-level accounting staff, as needed.
  • Reconciles bank accounts.
  • Runs general ledger detail reports to review cash in bank accounts.
  • Reviews daily cash reports and prepares appropriate paperwork to post data.
  • Oversee and maintain the City's fixed asset system.
  • Monitor the general ledger for City grants.
  • Assists with annual audit and budget process and reviews revenue and expenditure accounts, as needed.
  • Carries out projects by completing projects of low to moderate levels of complexity and/or completing parts of complex projects.
  • Performs related work and reports as assigned.

Qualifications:

Education & Experience:

  • Associate degree in Accounting, Finance, or a related field
  • Bachelor’s preferred
  • 2+ years of accounting experience; government accounting experience preferred

Knowledge, Skills, and Abilities:

  • Knowledge of governmental accounting principles (GASB, fund accounting)
  • Proficiency in accounting software and Microsoft Excel
  • Strong attention to detail and organizational skills
  • Ability to work independently and meet deadlines
  • Excellent communication and interpersonal skills
