About the Project -
This project is seeking a Project Control Specialist to participate on-site as part of a close-knit team, as well as independently, to accomplish a range of functions. You will be providing support with a program that provides research, engineering, analysis, and assessment, and fleet support capabilities for submarines, autonomous underwater systems, and offensive and defensive undersea weapon systems. The selected candidate will create and maintain time-phased budgets using MS Excel, Power BI Cognos, and Costpoint. Provide budget and schedule coordination with project management, finance engineering, procurement, subcontractors, and external clients.
Project Control Specialist - RESPONSIBILITIES (listed are included but not limited to)
Work with Project owners to generate time-phased budgets, track expenditures against funding, predict dates when funding will be 75% and 100% spent, and update forecasts and tracking when incremental funding values are updated. Report on project engineering performance using earned value analysis. Establish project budgets from proposal estimates, track committed costs, and forecast remaining costs for labor, material and other direct costs. Prepare and submit monthly reports for internal and external clients. Advises team on matters affecting project success, schedule and cost impacts, and develops project recovery plans. Part of the project management team assisting in meeting project budgets and deadlines. Identify out-of-scope work items and create change order requests to be presented to the client, including estimated cost and schedule impacts. Review and recommend action on change order claims from subcontractors. Within the area of responsibility, consistently identifies potential project problems or opportunities in a proactive manner, analyzes the issues using all appropriate resources, develops alternatives, and arrives at the most optimum approach to mitigate problems or exploit opportunities. Interface with internal project teams and external clients. May support earned value management projects if required. Perform all other position-related duties as assigned or requested.

Education:
Bachelor's Degree in a STEM or business field and 3+ years' experience. Experience may be substituted in place of education. Requires attention to detail. Must be able to work effectively with internal and external clients. Able to travel as needed to project meetings, site investigations, and vendor or subcontractor meetings. Extensive working knowledge of Excel is required. Must be able to obtain and maintain a Secret security clearance. Must have a valid driver's license and passport.
