Scope/Description of Services
As a Systems Analyst in the IT Project Management Office, responsible for overseeing the analysis, design, and implementation of Unemployment Insurance projects, managing one or more projects concurrently to ensure successful delivery. Complete evaluations of existing and future capabilities, conduct research into solution alternatives, enhance system capabilities, and provide advice to stakeholders.
Participate in joint application design sessions with customers and IT staff to define business requirements and develop software system requirements. Communicate effectively with users to determine requirements for new processes and applications or modifications to existing processes and applications. Be actively involved in implementations and upgrades in a low‑code platform. Perform system configuration, document business processes, and prepare project documentation with a high level of detail, strong organization skills, and technical aptitude.
Use standardized project management processes, tools, and techniques to address project needs. Develop test artifacts, conduct testing including User Acceptance Testing (UAT), and develop training documentation for various team projects. Work closely with developers to track defects and resolutions. Perform deep technical and analytical reviews to analyze system functionality with customers and resolve production issues. Assist with creating, maintaining, and enforcing global standards.
Perform other analysis and documentation tasks as required to facilitate and support team projects. Assist in diagnosing problems with applications and write detailed specifications for developing or correcting issues to improve system performance and accuracy. Perform other duties as assigned to maintain operations.
Minimum Requirements
Years of experience: 4–7
Experience gathering and analyzing business requirements and developing software specifications
Experience documenting detailed requirements for IT solutions that meet program and user needs
Experience with DB2 table designs
Experience and knowledge of mainframe programming languages: Natural, COBOL
Experience with documentation techniques: Requirements Traceability Matrix, Software Design Document, Software Requirements Specification, User Stories, Use Cases, Data Flow Diagrams, UI Designs
Demonstrated ability to work with stakeholders and development team; experience facilitating productive meetings to formulate business requirements and communicate stakeholder needs
Experience creating test plans and complex test scenarios with business and technical groups
Experience executing test plans, assisting team members in performing and completing test activities; coordinating, monitoring, and performing testing; facilitating User Acceptance Testing
Experience identifying, analyzing, and documenting software defects; assisting developers in analyzing and resolving defects
Experience writing and executing SQL statements to verify test results
Experience with Java applications
Experience using Vizio to develop workflow
Thorough knowledge of software development life cycle methodologies
Excellent written and verbal communication skills to collaborate with business stakeholders and IT team, acting as a liaison between the two groups
Preferred Skills
Minimum 4 years of experience working as a Test Lead for an IT implementation project
Experience with TWC Unemployment Insurance Systems
Experience in Public Sector delivery
Note: Expected Start Date 11/10/2025 and End Date 08/31/2027. Position may be renewed up to 3 years. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding state holidays when the agency is closed.
May be required to work outside the normal business hours on weekends, evenings, and holidays as requested.
Must have a secure, dedicated workspace with Internet service, ability to maintain a reliable consistent work schedule, and be available for weekly meetings and group collaboration via Microsoft Teams during regular business hours.
Position may require team members to come into the office; there may be unscheduled requests with 72‑hour notice for any TWC business need.
