Corporate Recruiter @ The Haskell Company | HR, Recruiting In this role, you will manage a team of Preconstruction professionals to develop an internal estimate, engage subcontractors, analyze bids, and compile an estimate. You will lead the development of and adherence to preconstruction standards and processes as well as manage the development of personnel.

Responsibilities

Pre-Estimate

Participate in design review meetings and review scope, cost, and constructability.

Lead the Estimate Plan meeting, ensuring the strategy is achievable within time and resource constraints and evaluating risks.

Estimate Development

Lead a team of estimators for a proposal.

Ensure the estimating team has necessary tools and resources; fill gaps before submission.

Engage proposal leader or design manager when design milestones are missed.

Coordinate RFIs and identify risk issues.

Create conceptual estimates and conduct final reviews.

Guarantee RFP compliance and conduct precon-only estimate reviews.

Participate in ops estimate review meetings and assess value engineering options.

Subcontractor Management

Build and maintain subcontractor relationships and strategic search.

Obtain at least 3 quotes per bid package.

Verify qualified subcontractors for selection.

Meet local subcontractors, lead pre-bid meetings, and develop process flows.

Ensure standardized documents are used.

Engage with Business Diversity Coordinator for small/VMBE participation.

Assist in Risk Register and contract manual development.

Post Estimate

Ensure accounting compliance with corporate cost coding.

Assist in subcontractor selection and lessons learned compilation.

Coordinate handoff to project team and support change orders.

Database Maintenance

Develop and maintain preferred subcontractor database, bid forms and packages database, cost history database, and estimating database.

Training

Train preconstruction staff, APMs, PMs, and other personnel.

Maintain training program and conduct performance reviews.

Travel

Meet subcontractors, attend bid walks, conferences, and occasional construction site visits.

Expected travel 10-25% of time.

Miscellaneous

Manage preconstruction resources and coordinate across project delivery groups.

Education / Experience Bachelor of Science Degree in Engineering, Construction Management, or an accredited construction‑related curriculum preferred plus 10 years of experience; or 15 years of relevant experience in the construction industry.

Qualifications

Experience in estimating, scheduling, budget/cost control, construction, and client relationships.

Strong subcontractor and vendor relationship knowledge and computer skills.

Proficiency with estimating software (e.g., Beck Destini, Accubid, Bluebeam, InSite).

Excellent Microsoft Office skills and written and verbal communication.

Ability to understand owner/engineer requirements from conceptual information.

Strong organizational, leadership, and training skills.

Experience managing preconstruction pursuits and support staff.

Knowledge of industry standard bid practice.

Effective communication with internal clients, external clients, and subcontractors.

Physical Requirements This position requires ordinary ambulatory skills to visit other locations, the ability to stand, walk, stoop, kneel, crouch, lift 10‑50 pounds, and good hand‑eye coordination. It also requires the ability to sit, reach, talk and hear.
