Attorney - Workers' Compensation Join PRISM as an Attorney - Workers’ Compensation.

PRISM is a joint powers authority providing risk management and insurance solutions for public entities throughout California.

The position is based in the Folsom, CA office with the option to work remotely, provided the candidate can attend in‑person sessions at the office 4‑6 times per month.

Applicants will report to the Folsom office for two weeks of training and onboarding.

After successful completion, the work schedule may be full‑time, hybrid, or remote.

Essential Functions / Key Responsibilities

Claims Management and Resolution – evaluate complex claims, develop cost‑effective settlement strategies, and negotiate fair settlement agreements with injured employees, attorneys, and employers.

Claim Investigations – conduct thorough analyses of medical records, legal documents, and other materials to inform settlement decisions.

Liaison Role – facilitate communication among injured employees, attorneys, adjusters, and other stakeholders to expedite resolution.

Documentation and Compliance – ensure all settlements are documented accurately and maintain compliance with state, federal, and organizational guidelines.

Exposure Mitigation – review claims to identify early intervention opportunities and implement strategies to reduce financial exposure.

Risk Analysis and Strategy Development – regularly review claims to identify risks and develop strategies that reduce overall costs.

Financial Analysis – evaluate the financial impact of claims, including future medical expenses and indemnity, and set reserves per OSIP standards.

Loss Prevention Initiatives – partner with the risk management team to identify trends and contribute to initiatives that reduce claim frequency and severity.

Workers’ Compensation Legal Advice – provide legal advice on the Workplace Compensation Act and related regulations.

Training and Development – develop and deliver training programs for PRISM staff and third‑party administrators on claims management, settlement negotiation, and risk mitigation.

Member Training and Education – guide employers and stakeholders in handling claims, preventing fraud, and mitigating costs through early resolution.

Resource Development – create training materials, guides, and presentations on workers’ compensation claims, settlement processes, and risk management.

Mentorship – support and mentor new PRISM staff and third‑party claims adjusters on complex case management.

Travel – maintain a valid California driver’s license and be able to travel as needed.

Reporting and Analytics – generate and analyze settlement reports, identify trends, prepare monthly and quarterly reports for senior management, and use analytics to drive continuous improvement.

Other Duties – perform additional duties as assigned.

Education, Certification, and Experience

Juris Doctor (J.D.) required.

Minimum ten (10) years’ experience in workers’ compensation law, including at least five years advising public entities.

Proven negotiation and litigation track record.

Strong knowledge of California workers’ compensation law and case law.

Experience delivering live training to large groups (in‑person and web‑based).

Strong public speaking, writing, and legal research skills.

Required Licenses / Certifications

Active California State Bar license.

Compliance with continuing education requirements of the California State Bar.

Valid driver’s license.

Preferred Licenses / Certifications

Certified Specialist in Workers’ Compensation Law (State Bar of California).

Ongoing recertification for State Bar Certified Specialist.

Self‑Insurance Plans certificate (desired).

Special Qualifications

Experience advising public sector clients.

Experience drafting employee handbooks, policies, and responses related to workers’ compensation laws.

Experience litigating workers’ compensation cases, including WCAB and administrative proceedings.

Skills and Competencies

Analytical, communication, negotiation, legal, interpersonal, and organizational skills.

Problem solving, leadership, strategic thinking, industry knowledge, and technical proficiency (claims management software, Microsoft Office).
