HR Green is seeking a passionate Project Manager to join our thriving Transportation practice in Saint Paul! You will lead the charge in delivering exceptional client service, guiding projects from start to finish while ensuring they meet all schedule, scope, and profitability goals. Leverage your technical expertise to oversee top‑quality deliverables and champion client success through clear communication and relationship building. This role goes beyond project management – you’ll contribute to business development and foster a collaborative work environment.
Essential Duties and Responsibilities
Project Planning & Management : Develop the project scope, budgets, and schedules. Assign tasks and manage resources (including team members and subcontractors) to ensure project completion within budget and timeline. Coordinate project activities and conduct meetings to track progress and address any issues.
Client Communication & Leadership : Serve as the primary contact for assigned clients, maintaining clear communication and managing expectations throughout the project lifecycle. Lead project teams by delegating tasks, providing guidance, and fostering a collaborative environment.
Quality Assurance : Oversee the implementation of quality control procedures at all project stages. Ensure adherence to company standards, including QA specifications and CADD guidelines.
Performance Evaluation : Contribute to mid‑year and year‑end performance reviews by documenting the contributions of project team members. May directly supervise project staff, providing feedback and addressing performance concerns.
Business Development
Supports Marketing & Business Development : Provide input on marketing plans and client strategies. Maintain accurate records of marketing activities for individual clients. Identify potential project opportunities and provide insights for "Go/No Go" decisions.
Leads Proposal Development & Client Presentations : Direct the preparation of proposals and interview processes. Present HR Green’s qualifications and project experience to clients. May lead client presentations and interview teams.
Expands Service Portfolio : Cross‑market other relevant HR Green services to existing clients.
Communications
Manages Project Financials : Ensure timely invoicing and collection of project fees.
Leads & Develops Project Teams : Collaborate with regional leadership to recognize and reward team member performance. Proactively identify areas for improvement and develop strategies to strengthen the team.
Client & Business Development : Maintain client relationships and collaborate with the regional team to market HR Green services. Work alongside the Client Service Manager (where applicable) to ensure effective client communication.
Ensures Effective Communication : Manage project correspondence, ensuring clarity and adherence to established communication protocols with all stakeholders.
Education and Experience
Bachelor’s degree in Engineering
Proven Expertise : Minimum of 10 years of experience in highway roadway design or traffic engineering, with a demonstrated ability to manage complex projects.
Project Management Skills : Proficient in project accounting, scheduling, and budgeting to ensure successful delivery of multiple projects simultaneously.
Leadership & Technical Supervision : Experience in marketing, client development, and overseeing the technical work of others.
Technical Proficiency : Working knowledge of industry‑standard software for design, analysis, and project management.
Professional Engineering (PE) License in Minnesota

Compensation Range $109,000.00 – $171,800.00
The expected compensation range for this position is displayed in accordance with the Minnesota Omnibus Labor and Industry Policy Bill Article 7 Section 2. The final agreed‑upon compensation is based on a number of factors, including but not limited to: individual education, qualifications, skills, prior work experience, competencies, and geographic work location. The total annual compensation package may consist of a base salary and eligibility to participate, after a qualifying period, in our performance and discretionary incentive bonus program(s).
