Employment Type & Schedule Full‑time, Day Shift (8:00 am – 4:30 pm), Monday – Friday.
Telework Eligibility Yes. Employees within 50 miles of the primary work location may telework up to 50%; those 50 + miles may telework more with approval; employees in bordering states who live within 50 miles may telework outside Minnesota.
Travel Statewide travel possible 10% of the time.
Salary Hourly: $29.25 – $42.94; Annual: $61,074 – $89,658.
Work Hours 8:00 am – 4:30 pm, Monday – Friday.
Work Shift Day Shift.
Responsibilities
Provide fiscal policy expertise to the Department regarding Title IV‑E Family First Prevention Services Act (FFPSA) regulations and implications related to funding claiming and reimbursements.
Ensure agency‑approved claiming mechanisms and cost methodology plans. Conduct and execute analysis of FFPSA legislation related to operational and funding claiming opportunities.
Represent the department in Title IV‑E FFPSA fiscal policy discussions with other state agencies, community stakeholders, and federal officials.
Identify changes to and implement solutions for the division’s Title IV‑E fiscal claiming, accounting, and reporting operations as they relate to FFPSA requirements.
Conduct analysis to provide management with information and recommendations for decision‑making and strategic planning.
Provide guidance, maintain processes, publish bulletins, conduct reviews, and institute procedures as needed.
Serve as division resource for implementation of new FFPSA projects identified by policy divisions for possible IV‑E administrative or training reimbursement for statewide human service activity.
Assist with the preparation and submission of Minnesota’s Title IV‑E federal quarterly statewide claim and prepare expenditure reporting as needed by policy and financial operations management.
Collaborate with DCYF program staff, division staff, counties, tribes, service providers, auditors, and others on IV‑E FFPSA regulations for maintenance and administrative claiming.
Collaborate with Unit staff regarding Title IV‑E FFPSA projects and with the Federal Government in negotiations over Cost Allocation Plan (CAP) amendments, new federal revenue claims, report filings, and audit appeals involving Title IV‑E funds.
Other duties as requested by supervisor.
Minimum Qualifications
Two (2) years of professional accounting or financial experience; experience must demonstrate expertise in federal regulations and law relating to administrative maintenance reimbursement and claiming.
Knowledge of federal grant management.
Knowledge of federal administrative claiming methodologies and cost allocation plans.
Skills in analysis and comprehensive reporting.
Experience interpreting and analyzing fiscal data, reports, and records.
A Bachelor’s degree or higher in accounting may substitute for one (1) year of professional experience.
Preferred Qualifications
Experience applying accounting principles (GAAP) and practices for creating financial statements and reports.
Ability to analyze and interpret complex fiscal reports and records for adherence to federal laws, state statutes, and department policies.
Experience using Microsoft Office products such as Word and Excel, including pivot tables and advanced formulas such as VLOOKUP.
Communication skills for clear and persuasive presentations to internal and external audiences.
Ability to plan, organize, and manage competing priorities.
Knowledge of Minnesota Department of Education and/or Department of Public Safety funding streams.
Experience working effectively with diverse teams.
Additional Requirements
Successful completion of a background investigation prior to employment, including reference check, criminal background check, fingerprinting check (MNJIS/CJIS), and personnel file review of current and former public sector employees.
