Systems Analyst 3 (Hybrid)

Job Description Understands business objectives and problems, identifies alternative solutions, and performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or improve existing computer systems. Confers with personnel in organizational units to analyze current operational procedures, identify problems, and determine input/output requirements. Writes detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs. Reviews computer system capabilities, specifications, and scheduling limitations to determine feasibility of requested programs or changes.
Key Responsibilities
Hands‑on experience with the PeopleSoft FSCM 9.2 Asset Management module and state‑government asset management processes.
Gather requirements, conduct fit‑gap analysis, and perform end‑to‑end business process testing with third‑party interface systems.
Strong written and verbal communication; effective collaboration with large cross‑functional teams.
Document project deliverables, support training efforts, and complete other project tasks as needed—some off‑hours may be required during peak phases.
Work hours Monday – Friday 8:00 AM – 5:00 PM Central Time.
This is currently a remote position; hybrid arrangements may be negotiated in the future.
Candidate Skills and Qualifications
8+ years of experience as a Business Analyst on PeopleSoft Financials and Supply Chain Management (FSCM) implementation or upgrade projects.
8+ years of experience with PeopleSoft FSCM 9.2 Asset Management.
8+ years of experience leading formal work sessions and functional analysis presentations.
8+ years of hands‑on end‑to‑end system integration and external interface testing with Microsoft O365 applications (Word, Excel, PowerPoint, Visio).
Experience coordinating with Microsoft Teams and channel communication within large teams.
Preferred: 2+ years working with public‑sector organizations (Federal, State, or Local Government) and the Comptroller of Public Accounts (CPA) CAPPS financials.
Preferred: Experience with PeopleSoft FSCM 9.2 General Ledger, Commitment Control, SharePoint, Jira, and Scrum framework.
