Job Summary

DES is seeking an experienced and highly motivated individual to join our Governance & Innovation Administration (GIA) team as a Rules Analyst. This position handles legal research, reviews and edits new or proposed rules, and provides technical assistance to Department staff involved in preparing rulemaking documents. Work may be remote within Arizona per business needs.

Responsibilities

Conduct legal research and analysis of complex matters impacting DES rules, including federal and state laws, regulations, and legislation.

Prepare documents to support rulemaking and reporting packages such as cover memos, moratorium exception requests, and rules package workbooks.

Conduct meetings with divisions to advance rulemaking.

Coordinate preparation of five‑year review reports.

Provide technical assistance to DES staff related to rulemaking activities, reviewing and editing drafts, and training department staff.

Use visual management system to track data and progress, ensuring transparency within the Rules Unit.

Keep the Deputy Rules Administrator informed of current project status and raise issues or mitigation actions.

Conduct stakeholder input on rule‑making packages.

Compile and address stakeholder comments, assisting divisions with required changes as a result of stakeholder input.

Interact with other state agencies, program personnel, and public groups concerning various DES rule issues.

Knowledge, Skills & Abilities

Principles and practices of law as applied to rulemaking in Arizona.

Body of law and policy affecting DES operations and responsibilities.

Rulemaking process pursuant to the Arizona Administrative Procedures Act and related statutes, rules, and policies.

Writing and editing highly technical material.

Research and comprehension of legal and regulatory issues.

Effective project management, organization, prioritization, and time management.

Proficiency with Google Workspace.

Interpersonal communication and public speaking.

Critical thinking and independent judgment.

Meeting facilitation and issue elevation to leadership.

Presentation of complex information in clear and concise formats.

Qualifications & Preferences

Bachelor's degree (advanced degree preferred) in law, government, legislation, or regulatory issues.

Training or experience in the rule‑making process, specifically the Administrative Procedures Act.

Pre‑Employment Requirements

Successful completion of Electronic Employment Eligibility Verification Program (E‑Verify).

Successful background and reference checks; employment contingent upon completion of these processes.

In‑state travel required; driver’s license requirements as per state business vehicles.
