PM
(SME)/Network Engineer Senior
will lead and oversee all aspects of the program. This includes full‑segment program and project management of engineering, integration, sustainment, and modernization activities across SECRET, TOP SECRET, and SCI enclaves. The PM will manage cross‑functional technical teams including network specialists, voice/data Communications engineers, logistics specialists, and property management staff while serving as the primary interface to government leadership. The PM is responsible for program performance, cost, schedule, risk, resource management, compliance, and customer satisfaction—ensuring mission readiness and excellence in execution.
Job Duties
Provide strategic leadership and direction for the execution of all Performance Work Statement (PWS) elements across network, systems, security, and integration functions
Serve as the primary Point of Contact (POC) with the Government Contracting Officer’s Representative (COR) and stakeholders
Ensure alignment of technical execution with contract requirements, mission objectives, and evolving government priorities
Collaborate with senior engineers and architects to guide modernization and sustainment strategies for SIPRNet, NIPRNet, JWICS, and SCI networks
Support decision-making on architecture, cybersecurity compliance, phased deployments, and troubleshooting escalations
Monitor and report on performance metrics across PWS subtask areas ensuring seamless integration and execution
Lead a multi‑disciplinary team of engineers, analysts, and administrators
Assign and manage resources across up to 12 concurrent projects throughout the calendar year
Ensure proper staffing, training, and professional development to meet evolving technical and security requirements
Develop and maintain integrated master schedules and work breakdown structures (WBS)
Identify risks and implement mitigation strategies to prevent delays or scope creep
Track project costs, manage budgets, and ensure accurate and timely reporting to government financial stakeholders
Implement and maintain quality control procedures to ensure deliverables meet or exceed contract standards
Ensure all services are provided in accordance with DoD cybersecurity regulations, STIGs, IAVA compliance, and operational SOPs
Lead internal reviews, audits, and corrective action plans as needed
Prepare and deliver weekly, monthly, and ad hoc status reports, briefings, and executive summaries
Facilitate Integrated Product Teams (IPTs), working groups, and technical exchange meetings with government and contractor personnel
Represent the program during performance evaluations, milestone reviews, and inspections
Minimum Qualifications
Active Top Secret with SCI
Bachelor’s degree in Engineering, Computer Science, Business, or related field (Master’s )
8+ years of experience in program or project management within DoD/IC environments
Demonstrated experience managing multi‑enclave (SIPR, NIPR, JWICS, SCI) network/system modernization efforts
Experience leading cross‑functional teams in classified environments and overseeing technical delivery in accordance with government contracts
Familiarity with DISA standards, DoD acquisition processes, RMF, and performance‑based contracts
Certifications
PMP® (Project Management Professional)
ITIL v4 Foundations or higher
DoD 8570 IAT or IAM Level II/III Certification (e.g., CISSP, CISM)
DAWIA Program Management Level II or III – a plus
