Position Overview As the Fire Chief, you will provide strategic leadership and operational oversight for emergency response activities and programs at the Motiva Port Arthur Manufacturing Complex (PAMC). The successful candidate must be able to effectively manage and leverage site resources to accomplish department objectives. This role will be the program owner for emergency response policies and procedures and will report to Motiva’s Director of Health and Safety.

This is a Department of Transportation (DOT) regulated position and is subject to drug and alcohol testing in compliance with DOT regulations.

Responsibilities

Provide quality control and oversight of work performed by fire department personnel.

Build and maintain relationships with mutual aid and LEPC organizations regarding emergency plans and preparedness initiatives

Grow and improve the site volunteer Emergency Response Team (ERT) and their capabilities.

Understand fixed and portable fire protection systems and work with Business Teams to close identified gaps.

Develop Emergency Response programs and systems to improve program effectiveness.

Provide incident command support during emergency response incidents, up to and including Incident Commander.

Provide support to Emergency Response projects that involve Fire Detection and Fire Suppression systems.

Ensure timely completion and documentation of fire protection system/equipment inspection, testing, and maintenance.

Ensure readiness of site fire equipment and fire protection systems.

Annually review and update PAMC's Facility Response Plans.

Identify innovative solutions to improve site tracking and availability of fire protection systems.

Represent Motiva PAMC Emergency Response on various industry organizations (e.g. Sabine Neches Chiefs Association, county LEPC, AFPM)

Participate in and lead incident investigations.

Experience and Qualifications Required Education and Experience:

High school diploma or equivalent education

10+ years of experience working in industrial emergency response

5+ years of supervision experience

Texas Commission on Fire Protection Certification in Basic Structure Fire Suppression

Emergency Response experience in Fire, HAZMAT, Medical, and Rescue

Emergency Response program leadership experience

Knowledge of NFPA codes and standards related to fire protection systems and fire equipment

Strong computer and Microsoft Office skills

Ability to respond to and support emergency issues on a 24/7 basis

Completion of ICS 100, ICS 200, and ICS 300 courses

Must currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card at time of hire

Preferred Education and Experience:

Associates degree or higher education in Safety, Emergency Management or in a related field

Texas Commission on Fire Protection Certifications (e.g. Head of Department, Incident Commander)

HAZMAT Incident Commander Certification

Physical Requirements

Physical ability to work around and on industrial equipment, including frequent climbing of stairs and ladders

Ability to wear Personal Protective Equipment (PPE) in designated areas (such as FRC, bunker gear, respirator, hard hat, safety glasses, and hearing protection)
