Base pay range $120,000.00/yr - $135,000.00/yr
Work Location: Panama City, FL
Requirements
Must be a U.S. Citizen and be able to pass a federal background review and drug screen.
Duties/Responsibilities
Responsible for observation and reporting on assigned projects to government personnel.
Oversees construction, contract administration, and quality assurance activities in accordance with established policies, procedures, and regulations.
Analyzes design and construction issues with respect to contract requirements.
Delivers recommendations regarding compliance with contract provisions and exercises engineering judgment to assist in the development of solutions between conflicting plan details or requirements that become evident as construction progresses.
Make technical interpretations of drawings and specifications; provide engineering determinations on meeting the contract requirements.
Review submittals, respond to contractor questions, RFIs, construction deficiencies, project issues, requests for equitable adjustment, and claims.
Assist in preparing documents for change orders and claims.
Review schedule items and pay applications to ensure balance with percentages for each corresponding work feature or component of work.
Review contractor's submittals including QA and Safety Plans.
Provide field surveillance and deliver daily detailed reports.
Review drawings and specifications.
Assist in preparation of scope of work modifications and cost estimates.
Provide safety oversight.
Utilize Resident Management System (RMS).
Education/Experience
Bachelor’s Degree in a related field.
10 years of experience on large complex multimillion‑dollar federal construction projects, preferably Department of Defense.
Facilities experience with administrative buildings, airfield facilities and apron, barracks, water and electrical systems, and roadways.
Experience with Three‑Phase QC/Inspection process.
Experience preferred with EM 385‑1‑1 USACE Safety Manual.
Experience with Resident Management System (RMS).
