Reporting To:

Deputy Chief Information Officer (DCIO) – Admin & Finance

The Director of IT Budget and Workforce Optimization reports to the Deputy Chief Information Officer for Admin and Finance and serves in a senior leadership role within the IT division’s Admin and Finance department. This position provides strategic leadership, operational oversight, and direct management of the IT Budget and Workforce Optimization section, ensuring alignment with agency goals, compliance with state and federal regulations, and delivery of high‑quality IT services to support the mission of the HHSC system.

Responsibilities

Strategic Leadership & Vision (20 percent) – Develops and implements short‑ and long‑term goals, strategies, and initiatives that align with the HHSC and IT division plans.

Provides vision and strategic direction for the IT Budget and Workforce Optimization section, including the HHSC IT Budget, DSHS IT Budget, Time and Cost Allocation, and Workforce Optimization units.

Advises the DCIO and senior leadership on strategic priorities, resource allocation, and emerging trends in IT and business operations.

Departmental Oversight & Collaboration (10 percent) – Serves as the primary leader of the section, overseeing budget and forecast management, time and cost allocation, and workforce optimization activities.

Coordinates legislative requests for budgetary items and IT legislative rider reports.

Collaborates with HHS workforce members to ensure cohesive operations and achievement of fiscal responsibilities.

Policy, Compliance & Program Administration (10 percent) – Ensures all activities operate within agency policies and applicable legislation; reviews and interprets legislation, audit findings, and regulations.

Performance Management & Staff Development (10 percent) – Provides direction and leadership, hires, manages, and develops staff, and implements performance evaluations.

Operational Excellence & Resource Stewardship (10 percent) – Demonstrates stewardship of public resources, recommends initiatives to improve efficiency and maximize value, and oversees complex IT division budgets.

Communication & Stakeholder Engagement (10 percent) – Effectively communicates fiscal and workforce strategy to stakeholders and represents the DCIO at meetings and legislative sessions.

Continuous Improvement & Innovation (10 percent) – Champions process improvement initiatives, assesses the division’s financial and workforce position, and recommends strategies to enhance budget and workforce management.

Section Performance (10 percent) – Ensures the section meets or exceeds performance targets and attendance standards.

Attendance & Additional Duties (10 percent) – Represents the DCIO in meetings, performs other duties as assigned, and maintains regular attendance.

Five years in a leadership role.

Experience overseeing complex state budgets is preferred.
