Overview The Client is undertaking a multi-year modernization of its Medicaid Enterprise Systems (MES), migrating core systems to
Microsoft Azure Government Cloud
in alignment with
CMS MITA
and
Streamlined Modular Certification (SMC)
standards. Seeking a
Senior Enterprise Architect
to lead the technical and architectural aspects of this modernization initiative, ensuring all MES modules, tools, and services comply with the Agency’s
Medicaid Enterprise Architecture (MEA)
standards.
Key Responsibilities
Serve as the
MES technical representative , ensuring compliance with CMS standards.
Guide PMO efforts to maintain the
MES Technical Reference Architecture (TRA)
and develop technical policies and standards.
Chair the
Enterprise Architecture Board (EAB)
and
Technical Review Board (TRB) ; oversee reviews, decisions, and governance transparency.
Review and approve contractor deliverables, design documents, and change requests for compliance and risk mitigation.
Collaborate with the PMO’s Senior Technical Advisor to assess emerging technologies and industry trends.
Participate in planning, procurement (RFP/RFB), design, and testing activities for MES modernization.
Contribute to the development of
Service Level Agreements (SLAs)
to ensure optimal system performance and vendor accountability.
Required Experience
8–10 years
of IT architecture experience (cloud, CRM, database, enterprise, or solutions architecture).
3–5 years
of enterprise architecture experience including framework design (Business, Technical, and Information Architecture).
Proven experience in large,
multi-vendor environments
and collaboration with senior stakeholders.
Strong communication and presentation skills.
Advanced proficiency with
MS Office
(Excel, PowerPoint, SharePoint).
Preferred Qualifications
Experience with
Medicaid
or major healthcare payer projects.
Knowledge of
MITA 3.0 , Medicaid Transformation Initiatives, and
CMS Seven Conditions and Standards .
Expertise in
business process modeling
and technical diagramming.
Strong analytical, critical thinking, and leadership abilities.
Familiarity with information security and sensitive data protection policies.
Education
Bachelor’s degree in Computer Science, Information Systems, or related field, or
9+ years equivalent experience.
