About this position The Sanctions Committee (the “Committee”) considers allegations of corrupt, fraudulent, coercive, collusive, obstructive practices, and misappropriation (“Prohibited Practices”) in activities financed by the Inter‑American Development Bank (“IDB”), the Inter‑American Investment Corporation (“IDB Invest”), and the Multilateral Investment Fund (“IDB Lab”), collectively referred to as the “IDB Group”. The IDB Group requires that all parties executing, bidding for, or in any way participating in an IDB Group project adhere to the highest ethical standards as defined in the applicable policies and the terms and conditions of the corresponding agreements. Four of the seven members of the Sanctions Committee are appointed from outside of the IDB Group (“External Members”) and must not currently hold any appointment as an employee of the IDB Group. The work of the members of the Sanctions Committee is coordinated administratively by the Executive Secretary of the Sanctions Committee.

What you’ll do

Determine whether the preponderance of evidence supports a finding that a party has engaged in a Prohibited Practice, as per the IDB Group’s Sanctions Procedures.

Assess whether charges for Prohibited Practices should be dismissed or a sanction imposed, and determine the terms of the sanction if applicable.

Observe confidentiality of all information accessed in the performance of these functions.

What you'll need

Education: Advanced degree in law (Juris Doctor or equivalent).

Experience: Minimum of 20 years of related professional experience in law, including specialized experience in anti‑corruption, corporate compliance, institutional integrity, international procurement, or forensic auditing. At least 10 years at an international level; significant experience in dispute resolution, preferably as an arbitrator or judge in complex corporate or commercial matters. Familiarity with administrative adjudication and experience within other international development institutions is highly desirable.

Languages: Proficiency in English and Spanish, spoken and written. Knowledge of French or Portuguese is a plus.

Requirements

Citizenship: Must be a citizen of one of the 48 member countries of the IDB.

Consanguinity: No family member up to the fourth degree of consanguinity or second degree of affinity (including spouse) working at the IDB, IDB Invest, or IDB Lab.

Conflict of Interest: The selection panel will assess potential conflicts of interest or misaligned incentives, including those related to representing parties before MDB sanctions bodies.

Type of contract and duration External Members are engaged through a Products and External Services consultancy contract. Service is rendered on an as‑needed basis, with travel expenses and per diem payments provided when required. Membership is part‑time; hours vary depending on case‑load. External Members are appointed for terms of up to five years, renewable once at IDB’s discretion. Members cannot accept employment or provide services to IDB for two years after service as an External Member, nor can they accept employment, consultancy, or interests in firms that were respondents in a sanctions proceeding in which the Member participated.
