Director of Human Resources Bethel School District seeks a Director of Human Resources to support the Executive Director in leading district‑wide personnel functions. The position directs recruitment and staffing, serves as Chief Negotiator for the public school employees (PSE) bargaining unit, and oversees contract administration, investigations, performance management and compliance. The Director provides strategic counsel, aligns HR practices with district goals and legal requirements, and responds rapidly to schools and district sites.
Essential Functions
Provides strategic leadership for staffing, recruitment, workforce planning, and departmental initiatives in alignment with district goals and the strategic plan.
Leads recruitment and selection processes for all employee groups, including strategy development, outreach, marketing, event representation, screening oversight, and candidate pool building for all bargaining units and classifications.
Serves as Chief Negotiator for the Public School Employees (PSE) bargaining unit, leading collective bargaining strategy, contract administration, labor‑management meetings, and collaborative issue resolution.
Administers and interprets classified collective bargaining agreements and advises administrators on staffing, performance, and disciplinary matters.
Acts as liaison with legal counsel on labor relations, investigations, disciplinary actions, grievances, negotiations and compliance matters.
Conducts investigations related to employee misconduct, discrimination, and policy violations and prepares disciplinary documentation, grievance responses, memoranda of understanding, settlement agreements, and other critical legal or contractual documents.
Partners with the Executive Director on staffing allocations, personnel budgeting, workforce forecasting, and the preparation of reports for senior leadership and the Board of Directors.
Oversees certification and compliance requirements for assigned personnel, including paraeducator programs, alternative routes, and mandated tracking of employment‑related credentials.
Develops and maintains personnel‑related board policies, procedures, administrative guidelines, and official records to ensure legal compliance and organizational coherence.
Provides leadership, supervision, and evaluation of assigned HR staff and promotes a collaborative, confidential, and ethically responsible work environment.
Delivers training and guidance for administrators and supervisors in contracts administration, performance management, labor relations, compliance requirements, and HR best practices.
Analyzes workforce data, monitors trends, prepares reports, and executes special projects to support strategic decision‑making and continuous improvement of HR operations.
Represents Human Resources and the district on committees, professional meetings, and initiatives as assigned.
Performs other duties as assigned by the Executive Director of Human Resources or Superintendent in support of district goals and operational needs.
Minimum Qualifications
Master’s degree in Human Resources, Education, Business Administration, Public Administration, Organizational Leadership, or a related field (preferred).
Five (5) years of progressively responsible experience in human resources, education administration, or a closely related field.
Demonstrated experience in recruitment, labor relations, collective bargaining, contract administration, personnel records management, benefits administration, and budget development.
Five (5) years of successful supervisory and evaluation experience (preferred).
Professional human resources certification (e.g., SHRM‑CP, SHRM‑SCP, PHR, SPHR) preferred.
Demonstrated success in leading and developing staff, engaging in effective human relations, and communicating with clarity and professionalism.
Required Knowledge
Federal, state, and local laws, regulations, and policies governing employment, labor relations, certification, and collective bargaining.
Human resources principles and practices, including recruitment, employee relations, classification, compensation, and benefits administration.
Collective bargaining processes, dispute resolution mechanisms, and contract compliance.
School district operations and staffing structures (preferred).
Technology systems, including Google Workspace, Microsoft Office Suite, HRIS, and data management platforms.
Ability to
Provide leadership in all personnel operations while exercising sound judgment, confidentiality, and discretion.
Interpret and apply contracts, employment laws, and district policies with consistency and accuracy.
Communicate effectively in oral, written, and interpersonal formats with diverse stakeholder groups.

Data analysis, spreadsheet tools, and HR reporting for decision‑making and presentations.
Organizing and coordinating complex workloads in a fast‑paced environment.
Using technology and HR information systems to enhance operational effectiveness.
Licenses, Certifications, and Conditions of Employment
Valid Washington State driver’s license or equivalent.
Must be able to travel to and move within school and district locations in a timely manner to meet operational needs, with or without reasonable accommodation.
Must successfully complete a fingerprint and background check in accordance with Washington State law.
Ability and willingness to work flexible or extended hours, including evenings or weekends, to support negotiations, investigations, and time‑sensitive district operations.
Physical and Mental Demands Experiences frequent interruptions; required to meet inflexible deadlines; requires concentration and attention to detail; may occasionally deal with distraught or difficult individuals. Experiences long periods of sitting; requires extended periods of ongoing computer use/screen time.
