Child and Youth Program Leader - 2,000 Dollars in Sign-on and Retention Bonuses Available
Incumbent provides specialized developmental care and instruction for children and youth ranging in age from 6 weeks to 18 years in one or more Child and Youth (CY) programs. The role includes guiding and mentoring CY Program Assistants, working under the direction of a supervisor or higher‑graded employee, and handling complex, non‑routine tasks.
Responsibilities
Provide direct care and instruction to children and youth (6 weeks to 18 years).
Mentor, train, and support CY Program Assistant teams.
Plan and implement activities based on individual needs and program goals.
Maintain indoor and outdoor activity areas, ensuring safety and equipment availability.
Supervise children and youth in compliance with DoD, NAF, and local command policies.
Communicate professionally with employees, parents, and local command personnel.
Observe and document developmental progress; assist with assessments.
Ensure compliance with DoD certification, national accreditation, and applicable law.
Collect, maintain, and report program participation data.
Perform other related duties as assigned.
Duties and Additional Responsibilities
Oversee arrival and departure of children and youth.
Provide guidance on presentational improvements and activity area arrangement.
Support training and curriculum specialists in translating professional development into practice.
Maintain program records, safety accountability, and parental instructions.
Requirements
Pre‑employment and random drug testing.
Background checks: child‑care check, Tier 1 with Child Care, State Criminal History Repository.
Pass E‑Verify, pre‑employment physical, immunization, and health clearances.
Maintenance of appropriate security clearance.
Complete required training certificates and maintain credentials per federal, state, and/or national accreditation.
Direct deposit/E‑Fund Transfer within first 30 days.
From 7 May 2025, a REAL ID‑compliant driver’s license or equivalent ID required to access installations.
Qualifications
Knowledge of developmentally appropriate programs for children and youth (6 weeks–18 years).
Knowledge of child and youth development principles, practices, and techniques.
Skill in applying federal and state laws on child abuse and neglect.
Skill in understanding interests and motivation within a CYP environment.
Ability to plan, organize curriculum, and schedule staff.
Skills to provide leadership, mentoring, and guidance to CY Program Assistants.
Ability to identify and respond to emergency situations.
Proficiency in training staff on recognition of childhood illnesses and child abuse.
Experience developing curriculum outlines and lesson plans.
Strong interpersonal communication skills in English, both oral and written.
Minimum one year experience at the CY‑II (GSE‑04) level (or equivalent).
Education
Completion of DoD Standardized Module Training and 12 months experience at the CY‑II (GSE‑04) level.
Or Child Development Associate (CDA) credential or Military School‑Age (MSA) credential and 12 months experience at CY‑II.
Or a minimum 2‑year degree in Youth Development, Child Development, or related field, with 12 months experience at CY‑II, and a copy of the HS diploma or equivalent.
Legal and Compliance Information

The use of illegal drugs, including marijuana, is subject to penalties and removal from Federal Service, with a 6‑month ineligibility to apply for other DoD positions.
All individuals involved in child‑care services must complete the Installation Records Check (IRC), including the Substance Abuse Rehabilitation Program, Family Advocacy Program, and installation security checks, in accordance with DoDI 1402.05.
Incumbents will be automatically disqualified for convictions related to sexual offenses, child victim offenses, felony drug offenses, or negligent civil adjudications involving children.
