Job Description The Florida Department of Transportation (FDOT) seeks a Deputy Chief Financial Officer to oversee the financial integrity and operational efficiency of the Turnpike System. The position directs the monitoring of general and subsidiary ledger transactions, prepares interim and annual financial statements, and ensures compliance with accounting standards. Additional responsibilities include conducting economic feasibility analyses for expansion projects, coordinating with the Division of Bond Finance on debt issuance and refunding, and establishing financial policies and procedures in accordance with GAAP. The Deputy CFO is the final reviewer of the Turnpike’s financial statements and leads all coordination efforts with external independent auditors. Key duties also involve managing invoice processing staff, overseeing the State of Florida Visa procurement card program, and ensuring compliance with DOT rules and F.S. statutes.

Key Responsibilities

Directs the monitoring of the Department’s general and subsidiary ledger transactions and balances.

Prepares and reviews the Turnpike System’s interim and annual financial statements and supporting schedules.

Serves as the final reviewer for the Turnpike’s financial statements and coordinates with external independent auditors.

Oversees the production and review of the Turnpike System’s Comprehensive Annual Financial Report.

Interprets and implements accounting pronouncements and standards; ensures GAAP compliance.

Manages the invoice processing staff to ensure all payments comply with DOT rules and section 215.422.

Provides oversight of the State of Florida Visa procurement card program for all enterprise employees.

Conducts preliminary economic feasibility tests for proposed Turnpike expansion projects in accordance with F.S. Section 338.223.

Coordinates with the Division of Bond Finance on the issuance of new debt and refunding debt; ensures compliance with bond resolution requirements.

Develops and implements department policies and procedures; ensures compliance with Florida statutes and administrative codes.

Assists in the acquisition of contractual and professional services, ensuring timely procurement.

Directs the management of the Program & Operations Accounting and Property Accounting sections.

Qualifications

Knowledge:

GAAP and auditing processes; management practices and principles; debt issuance and municipal bond accounting.

Skills:

Word processing, spreadsheet, database, and presentation applications.

Abilities:

Perform detailed financial analysis; communicate orally and in writing; plan, organize, analyze, and present information; exercise sound judgment; supervise and lead teams; develop policies and procedures.

Certified Public Accountant (CPA) required.

Level I background check required.
